Economic services to get bulk of P7.5-B proposed budget

ALMOST half of the proposed P7.5-billion budget for 2020 is allocated for economic services. The sector will get P3.2 billion, or 43 percent of the total budget. Of this amount, P1.8 million is proposed to fund infrastructure projects, P50 million for land acquisition, P850 million for the metropolization development of the city, and P100 million for the maintenance and operation of the sanitary landfill. Meanwhile, over P69 million will go to agricultural services, P39 million for the veterinary office, P67 million for the environment and natural resources concerns, P152 million for the operation of the City Engineering Office and some P218 million for the city's equipment depot. The 20 percent Development Fund is P376 million, or 20 percent of the Internal Revenue Allotment (IRA) share. For social services, P2.4 billion or 32 percent has been set aside. Some P1.4 billion or 58.4 percent of the total social services allocation will go to health, nutrition, and hospital services. This includes the PhilHealth Indigency Program in the amount of P180 million for some 75,000 beneficiaries. The social services allocation will include a budget of P19.8 million for the City Health Insurance Office and P4.3 million for the implementation of the newly-approved Philippine Universal Health Care Law. The City Health Office will get P216.4 million while hospital services will get P752.5 million. Meanwhile, the general public services will get P1.8 billion or 24 percent of the total P7.5-billion budget. The amount will go to activities promoting order and public safety, judiciary, administrative overhead and other regulatory functions of the city. On November 4, 2019, the city council constituted the committee of the whole to deliberate on the 2020 budget within this month. In his budget message, Mayor Oscar Moreno said Cagayan de Oro should prepare to be the fourth metropolitan city in the country. “Thus, the city government shall pursue its development agenda with added vigor over the next three years of my last term for programs, projects, and activities that are identified to be within its administrative and fiscal capacity to implement,” he said.
