City Hall employees now obliged to undergo drug test

CITY hall employees are required to undergo drug test after the Philippine Drug Enforcement Agency (PDEA) in Northern Mindanao and the city government inked a memorandum of agreement (MOA) to officially mark the mandatory drug testing.

City Administrator Teddy Sabuga-a said even village officials down to village watchman will be subjected to drug testing.

“We have the MOA para klaro sa ato ang parameter kay ang PDEA has its own standard ug kita sa syudad gusto nato maapas ni nga butang,” Sabuga-a said.

He said the MOA also signifies the partnership of PDEA and the city for a more efficient rehabilitation program should an employee tests positive.

Sabuga-a assured that city hall employees who will be tested positive will not be terminated but shall undergo rehabilitation instead.

The Civil Service Commission (CSC) in 2017 ordered public officials and employees to undergo periodic random drug testing.

The CSC said those who test positive for drug use will be assessed whether they are “experimenters,” “occasional users,” or “chronic users or drug dependents.”

In the past years, the city has conducted periodic random drug testing on all city hall workers, which yielded some positive results.

“Naay uban nag positive, voluntarily naghawa nalang. But our rehabilitation program assures everyone that there is life after rehabilitation,” he said.
