THE apology of President Rodrigo Duterte to the farmers will only be real if he withdraws Republic Act 11203 Rice Liberalization Law. He himself fears that the intended effects of the law did not materialize. We hope he will give it a thorough review and instead come up with a much sounder law that will really help the state of the farmers in our country. (By Nat Bersida, Cebu City)
