MISAMIS Oriental Governor Yevgeny Emano has directed the provincial legal office to look into the alleged refusal of the Provincial Board to receive the documents containing the proposed annual budget.
"I am very sad because ang Sangguniang Panalalawigan (SP) refused to accept the budget," Emano told capitol workers during the flag raising rites on Monday, November 18.
Emano said the proposed P3.5 billion 2020 budget was submitted on Friday, November 15, but he said the SP refused to accept it.
"After election, they were talking of working together. And earlier, they were saying nga ako kuno ang galangan-langan," Emano said.
"Last Friday, the budget was submitted, the annual budget. And yet it was refused, wala gidawat," he added.
Emano said he wants Pacana to identify the people who refused to accept the annual budget and determine possible cases that could be file against them.
"For reason nga kung ma-delay na pud ang budget sa intiro probinsya, sala ni Bambi Emano," Emano said.
"That's why I want it investigated who did not receive it and if there are possible cases that we will be able to file against them. Because we cannot be hostaged by people who does not want the province to improve because of their political ideas," he added.
Emano hopes that it will be immediately be investigated and for the recommendation be given within a week.
Vice Governor Jeremy Jonahmar Pelaez clarified that his staff did not receive the budget ordinance because the transmittal letter was not attached to the documents.
"Kanang approval, sure naman na kaayo. Ang ako lang ang sakto lang na proseso," Pelaez said.
During the regular session yesterday afternoon, the capitol's legislative branch accepted the budget ordinance and calendared the second reading and approval of annual budget in next week's session.
Pelaez also said that there is a huge cut in the budget of the provincial board.
"During the discussion that's the time that the public will know kung unsa nga opisina ang napahakan, kung asa gipaingon ang gipahak nga opisina," Pelaez said.
"Naa koy firsthand information nga dako kaayo ang mawala gyud sa budget sa Sangnuniang Panlalawigan," he added.
