THE Philippine National Police (PNP) Civil Security Group (CSG) on Wednesday, November 20, launched the online application system for security guards’ licenses in order to avoid corruption and reduce processing time.
Major General Roberto Fajardo, CSG director, said the launching of an online application system for License to Exercise Security Profession (LESP) is in compliance to the government’s Ease of Doing Business (EODB) policy.
Fajardo said the online system hastens the application process and lessens human interaction, which usually leads to corruption.
“We are launching the LESP online. We are hoping to be able to lessen the burden of the security guards, to avoid the non-appearance system which will be eradicated by the continuous development of additional modules being undertaken by the PNP’s ITMS (Information Technology Management Service) programmer. Yes, there will be vulnerability but check and balance will be on our side as we have computer security graduates in our technical,” Fajardo said.
“I know exactly the daily sacrifices of our brothers and sisters in the security profession just to secure a genuine license card from authorities and with the realization of this remarkable project hope that some way or another we could make them realize that Sosia (Supervisory Office for Security and Investigation Agencies), FEO (Firearms and Explosives Office) and CSG are within their reach,” he added.
For his part, Brigadier General Samuel Rodriguez of the Directorate for Information and Communications Technology (DICTM) explained that applicants need only have an e-mail address and an efficient internet connection to get through the online process.
“We (automated) the process. The applicant is the only one who has access to his/her personal information. They just need to scan the documents and through the system, the head office through its database will see if the requirements are complete or if the document is fake. We will able to verify the veracity of the documents presented. There is less human intervention so it prevents corruption,” he said.
He said that once all requirements are met, the applications can be verified and processed within 24 hours so there will be no need to issue temporary licenses.
Fajardo earlier vowed to deter, if not stop, the corruption in CSG, Sosia and FEO in consonance with the directive of the President to further streamline government transactions and reduce processing to three working days.
He has also ordered the relief of 40 police officers under the said units for alleged involvement in corruption. (SunStar Philippines)
