Mandatory registration in Benguet village pushed

AN ORDINANCE mandating all residents of Pico village in La Trinidad, Benguet to register their updated personal information for easier identification is being pressed.

Members of the village council approved the ordinance authored by watchmen Virginia Fianza and Delmer Shagol as co-author.

Village officials added the maintenance of an updated list of residents is necessary in the identification and as a tool in planning and evaluation of programs implemented by the government.

“The updated record of residents in the barangay is a tool in the delivery of basic services and monitoring peace and order,” the ordinance reads.

Under the proposed ordinance, all inhabitants of the village are mandated to register their personal information at the office of village secretary and update their details at least twice a year.

The ordinance added details necessary to identify residents include complete name, address, contact details, occupation, place and date of birth, gender, civil status, citizenship, height, weight, provincial address, educational attainment, status of residency and reference person.

The data to be recorded and stored will be utilized only for the purpose of establishing identity of the person and strict system of access and control to data will be instituted.

A personal written request is also necessary for access and disclosure of data.

The village chief will be tasked to adopt necessary measures to ensure the right to privacy will be observed in the process of maintaining and updating records of all inhabitants of the village while the barangay secretary is mandated to update, maintain and keep records or inhabitants in the barangay.

The proposed ordinance was forwarded to the Municipal Council of La Trinidad for their appropriate action.
