THE Land Transportation Office in Davao Region (LTO-Davao) clarified that the National Certificate (NC) II as part of the requirements when getting a student permit (SP) is just a proposal and not yet implemented.
This came after a post circulated online saying, “Sa lahat ng wala o hindi pa nakakuha ng SP or driver’s license dapat kumuha na kayo within December 2019. Dahil by January next year ang lahat ng kukuha ng SP or driver’s license ay mangangailangan na ng Tesda NC-II Certification parehas lang din ang exam na ete-take ng Non-Professional at Prof. Need mag driving school mo tapos Tesda for NC-2.”
LTO-Davao assistant director Neil Cañedo told SunStar Davao that although there is already a proposal, there is no memorandum yet coming from the central office to start the implementation. The proposal has not also been formalized.
“Dear Netizens, please ayaw mo’g tuo dayon sa fake news nga mag require nag NC II para magkuha og SP. Recommendation pa lang. Wala pay approval gikan sa LTO Central Office [Do not believe right away on fake news saying that NC II is now a requirement in getting SP. It was just a recommendation and there is no approval yet from Central office],” LTO Davao Facebook post read.
The requirements in getting an SP remain the same: medical certificate, Philippine Statistics Authority (PSA) birth certificate, and the license application form.
Earlier, the LTO central office announced that they will impose stricter rules in the issuance of drivers’ licenses and accreditation of driving schools starting January next year because of the involvement of human factors in various road incidents.
“Totoong may pagbabago sa proseso ng pagkuha ng Student Permit at lisensya. Ito ay alinsunod sa Republic Act No. 10930, ang batas na nagpapahaba ng bisa ng lisensya at nagbibigay-parusa sa mga aksyon na lumalabag sa pag-isyu at aplikasyon nito, at sa Implementing Rules and Regulations (IRR) nito,” LTO said in their post yesterday.
LTO was directed to make a prerequisite for the license application of drivers to ensure that they are equipped with information on road safety and proper road courtesy.
“Ito ay para iangat ang kalidad ng paglilisensya sa mga karapat-dapat na drayber sa ating bansa, at upang masiguro ang kaligtasan sa mga lansangan at maiwasan ang disgrasya sa daan. Sa ngayon, inaayos na ng Ahensya ang mga detalye na magiging gabay sa pagpapatupad ng batas,” LTO further said.
The agency has yet to issue the details on the new guidelines on securing a driver’s license.
