Pangan: On the matter of stray dogs

AFTER adequately addressing the garbage collection issue, the Board of Directors/officers of the Fiesta Communities Tabun Mabalacat City Homeowners Association Inc. (FCTMCHAI) next focused on the problem of stray dogs prowling on the subdivision's streets, rummaging through garbage bins, scattering their contents and making unsightly litter all over. Stray dogs also continue to pose danger to residents of Fiesta, particularly the children.

So, on November 23, 2019, we met Noah's Ark founder and personnel at the HOA office and discussed plans to apprehend stray or abandoned dogs. Present during the meeting were this writer as President of HOA, BOD/Auditor Angie Isais, VP/BOD Dennis dela Cruz, BOD Rod Monis, BOD/Secretary Aidez dela Cruz and BOD Cesar Pangan.

In that discussion, Noah's Ark's Carol Artadi, founder, Leah Ibuna and Meg Piadoche gave pointers on how to handle apprehended dogs, where to shelter and feed them and the measures to be taken against the dog owners. They cited their lack of dog pounds in their headquarters at Sitio Irong, Barangay Tabun. The HOA officers agreed to supply Noah's Ark some cages for the apprehended dogs.

Carol emphasized the need to register the pet dogs and cats, pursuant to the Animal Welfare Act and remarked that they do not have sufficient cages to take in the apprehended dogs and cats. Noah's Ark's main objective is to care for them and then put them up for adoption to qualified pet owners. It is authorized to apprehend and adopt 'captured' pets but never use euthanasia.

On Saturday, November 30, 2019, this writer, BODs Angie and Rod, guided by BOD Cesar (on a motorbike) went to Sitio Irong to make an ocular inspection of Noah's Ark;s site to better appreciate the need for a spacious center for apprehended pets. There we saw how they are nurtured and cared for while awaiting adoption.

The HOA officers are in constant coordination with the City Veterinarian, Dr. Avel Canlas, in order to adequately address the pets' problem.

On the Annual General Assembly of Fiesta homeowners on December 14, 2019, a Saturday, we invited the personnel of Noah's Ark to better educate homeowners with pets (some with multiple pets).

HOA still would like to promote the slogan regarding dogs: ASO MO, ITALI MO so as to prevent occurrences of dog bites and other similar incidents. Leash tags are available commercially or at the Noah's Ark office.

Meanwhile, BOD Rod is at work in drafting the rules and guidelines in handling of dogs, including penalties for irresponsible pet owners.
