Bacolod police told to solve killing incidents

BACOLOD City Mayor Evelio Leonardia has ordered Bacolod City Police Office (BCPO) Director Henry Binas to solve the killing incidents in the city.

The mayor said on Monday, December 16, that Binas should conduct a thorough investigation on the killing of Roberto Tan and Ontao Sacar.

Tan, 70, a businessman and resident of Dona Aurora, Barangay Villamonte, Bacolod City, was driving his Nissan Sentra car when one of two motorcycle-riding men shot him dead at 9:45 a.m. Sunday, December 15, along CL Montelibano Avenue in Greensville 1 subdivision, Barangay Estefania, Bacolod City.

On December 3, Sacar, 66, of Barangay Mandalagan, was found dead by a concerned citizen in a grassy area in Purok Kasanag.

The victim's head was covered with duct tape with a placard on his neck that read: "Wag Tularan, Bigtime Pusher Ako." The words "I (a heart drawing) Drugs" with a smiley was also written on the victim's stomach.

Sacar, a former president of Muslim Association Maranao Tribe, sustained gunshot wounds on his head.

Leonardia said the BCPO should have a comprehensive investigation to inform the public of their work in solving the incidents.

He also expressed his condolences to the family and relatives of Tan.

In the light of the situation in Bacolod, the mayor said he also asked for the crime statistics of Bacolod from Binas.

BCPO records showed from January to November 2019, Bacolod has a total of 1,715 crime incidents compared to 2,622 for the same period in 2018 -- a decrease by 35 percent.

The index crimes, or crime against person and property, dropped by 44 percent from 586 in 2018, to 328 in 2019. Non-index crimes, or violations of special laws, decreased by 31.88 percent from 2,036 in 2018, to 1,387 in 2019.
