DAMAGING gale to storm-force winds have been forecast to begin affecting 13 towns and one city in northern Cebu on Christmas eve, December 24, as Tropical Storm Ursula (international name Phanfone) moves closer to central Philippines.

The weather bureau, in its 8 a.m. Tuesday advisory, placed extreme northern Cebu and the islands of Bantayan and Camotes under Tropical Cyclone Wind Signal (TCWS) No. 2.

These are Bogo City and the towns of Daanbantayan, Medellin, San Remigio, Tabogon, Tabuelan and Borbon as well as the towns of Bantayan, Madridejos and Santa Fe on Bantayan Island and San Francisco, Poro, Tudela and Pilar on the Camotes Islands.

These areas as well as the provinces of Albay, Sorsogon, Masbate, Romblon, Aklan, Capiz and portions of Antique and Iloilo will experience damaging winds Tuesday night and occasional to frequent heavy rains Tuesday until noon of Christmas Day.

Areas in Eastern Visayas that are under Signal No. 2 will begin experiencing strong winds that may “bring light to moderate damage to high-risk structures and at most light damage to medium-risk structures” Tuesday afternoon.

Portions of Eastern Visayas may be placed under Signal No. 3 as the storm nears. “Ursula” is forecast to hit land over Eastern Samar Tuesday afternoon or evening as a severe tropical storm or typhoon.

Severe Tropical Storm Ursula was spotted at 7 a.m. Tuesday at 250 kilometers east of Guiuan, Eastern Samar.

It is packing winds of up to 100 kilometers per hour near the center, with gusts of up to 125 kph. It continues to move west at 30 kph.

Occasional to frequent heavy rains may also be experienced Tuesday until noon of Christmas Day over the entire Eastern Visayas, the entire northern Cebu, central Cebu, Dinagat Islands, Siargao and Bucas Grande Islands, Guimaras and northern Negros provinces.

Moderate to strong winds will begin affecting northeastern Mindanao Tuesday; Bicol Region and portions of Central Visayas Tuesday afternoon or evening; Calabarzon, and portions of Mimaropa and Western Visayas Wednesday morning; Metro Manila, Bulacan, and Bataan Wednesday morning or afternoon. Medium to high-risk structures may experience light damage.

The rest of northern Cebu, apart from the 13 towns and 1 city under Signal No. 2, and part of Metro Cebu are still under Signal No. 1, which means that 30 to 60 kilometers per hour winds may be expected in 36 hours.

Under Signal No. 1 in Cebu are Carmen, Asturias, Tuburan, Catmon, Sogod, Aloguinsan, Carcar City, Pinamungahan, San Fernando, Naga City, Toledo City, Minglanilla, Balamban, Talisay City, Cebu City, Cordova, Lapu-Lapu City, Mandaue City, Consolacion, Liloan, Compostela and Danao City.

TCWS No. 2, 61 to 120 kph winds prevailing or expected in 24 hours, is hoisted over Romblon, Albay, Sorsogon, Masbate including Burias and Ticao Islands Northern Samar, Eastern Samar, Samar, Leyte, Biliran, extreme northern Cebu including Bantayan and Camotes Islands (Bantayan, Madridejos, Santa Fe, Daanbantayan, Medellin, San Remigio, Bogo City, Tabogon, Tabuelan, Borbon, San Francisco, Poro, Tudela, Pilar), northeastern Iloilo (Carles, Balasan, Estancia, Batad, San Dionisio, Sara, Concepcion, Lemery, Ajuy), northern Antique (Libertad, Pandan, Sebaste, Culasi, Tibiao), Capiz, and Aklan.

Under TCWS No. 1 (30 to 60 kph winds prevailing or expected in 36 hours) are Bulacan, Bataan, Metro Manila, Rizal, Cavite, Quezon, Laguna, Batangas, Camarines Sur, Camarines Norte, Catanduanes, Marinduque, Occidental Mindoro including Lubang Island, Oriental Mindoro, Calamian Islands, and Cuyo Islands Southern Leyte, the rest of northern Cebu (Carmen, Asturias, Tuburan, Catmon, Sogod), Central Cebu (Aloguinsan, Carcar City, Pinamungahan, San Fernando, Naga City, Toledo City, Minglanilla, Balamban, Talisay City, Cebu City, Cordova, Lapu-Lapu City, Mandaue City, Consolacion, Liloan, Compostela, Danao City), northeastern Bohol (Inabanga, Danao, Dagohoy, Pilar, Guindulman, Anda, Candijay, Alicia, Buenavista, Jetafe, Talibon, Trinidad, Bien Unido, San Miguel, Ubay, Mabini, Pres. Carlos P. Garcia), the rest of Antique, the rest of Iloilo, Guimaras, northern Negros Occidental (Bacolod City, Bago City, Cadiz City, Calatrava, Enrique B. Magalona, Escalante City, La Carlota City, La Castellana, Manapla, Moises Padilla, Binalbagan, Hinigaran, Isabela, Murcia, Pontevedra, Pulupandan, Sagay City, Salvador Benedicto, San Carlos City, San Enrique, Silay City, Talisay City, Toboso, Valladolid, Victorias City), and northern Negros Oriental (Canlaon City, Guihulngan City, Jimalalud, La Libertad, Vallehermoso) Dinagat Islands, and Surigao del Norte including Siargao and Bucas Grande Islands.

Rough sea conditions will prevail starting Tuesday off the eastern seaboards of the country; Tuesday afternoon or evening in Southern Luzon and Visayas; Wednesday afternoon off the western seaboards of Southern Luzon. Sea travel is risky in these areas. (MVI/SunStar Philippines)
