ANTICIPATING the rise of health care needs in Cebu and the implementation of the country’s Universal Health Care Act (UHCA) or Republic Act 11223, Chong Hua Hospital is expanding its medical service facilities in Cebu City.

The Chong Hua Medical Arts Center (CHMAC) 3 will soon rise inside the hospital’s medical arts complex located along Julio Llorente St. Cebu City as part of the hospital’s expansion program.

Lawyer Dean Decal, Chong Hua Hospital’s administrator, said they will utilize the existing parking space to build the 12-story medical building that will house 200 to 300 health care specialists.

“It’s practically a multi-special and primary clinic,” said Decal.

The new medical arts building will have 400 parking spaces but while under construction the existing parking area will be temporarily transferred along B. Rodriguez St. Cebu City.

Construction of the new medical building will run for one year.

Decal said they are looking at moving all the doctors from CHMAC 1 to the new building as the existing facility needs an upgrade.

“When we built Chong Hua in Mandaue City, we found out that having the two buildings, the hospital and the medical arts near each other is complementary. After the patients see the doctor, they immediately go to the diagnostics, laboratory and pharmacy, which is not happening here,” Decal said.

The new medical building will also solve the parking space constraint problem inside the complex.

Decal said they target to complete the two floors for parking in six months.

Moreover, the hospital official said Chong Hua is actively supporting the implementation of UHCA, which was signed into law by President Rodrigo Duterte in February 2019.

“What the UHCA wants is that every Filipino gets treated. If the illness is not that severe, they can go to the Level 1 and Level 2 hospitals. If it’s severe like heart condition and cancer or the like, they can go to the big hospitals like us,” he said.

Among the significant reforms that will be implemented over time as mandated by this new law include automatic enrollment of all Filipinos to PhilHealth, designating PhilHealth as the national purchaser for health goods and services for individuals, such as medicines, improvement of health facilities especially in underserved areas; responding to the gap in health workers throughout the country, strategic engagement of the private sector and creating and expanding new functions in the Department of Health to improve the delivery of health services.
