NAKAHIBAWO si Mayor Edgardo Labella nga pending pa sa Kongreso ang pag-legalize sa operasyon sa mga motorsiklo nga mas naila nga habal-habal, di lang sa dakbayan, kon di sa tibuok nasod.
Gumikan niini, iyang gipirmahan ang Executive Order No. 36 nga maoy nag-umol sa Cebu City Motor Riders Community Welfare Office (CCMRCWO), di sa pag-legalize sa ilang operasyon, kon di para sa ilang kaayohan.
“CCMRCWO is for self disciplining, self regulating, self policing because they will be formed by cooperative. Once they will form a cooperative, ang mahitabo ani magtinabangay ni sila to promote the welfare of the members of the cooperative,” padayag ni Labella.
Ang mayor nipasabot nga ang iyang EO wa nag-legalize sa operasyon sa habalhabal, inay nagtabang para ang ilang sector nga mahatagan og pagtagad sa gobyerno.
“The purpose of the government is not to make the lives of the needy ( habal-habal drivers) miserable, but we are here to help and make their lives become better by way of regulating them,” dugang ni Labella.
Giangkon sa mayor nga gumikan sa kakuwang sa epektibong transportasyon sa dakbayan, ang mga tawo napugos sa pagsakay sa habalhabal bisan kon delikado.
