P100M needed for City College of Davao

AFTER certifying the creation of the City College of Davao (CCD) as urgent in the 19th City Council, Davao City Mayor Sara Duterte-Carpio said an estimated P100 million is needed for it to materialize.

Duterte-Carpio, in a press conference on Thursday afternoon, January 9, admitted she is still scouting for funds for the creation of CCD, which she targeted to open not later than August this year.

The mayor said P50 million will be needed for the construction of the college, while P35 million will be used for the salary of the personnel, including teachers. The remaining P15 million, she said, will be allotted for other expenditures, which she did not specify.

“As of karon, dili pa siya available (As of now, it is still unavailable),” she said.

Although Duterte-Carpio said they can source funding for the city college construction from last year’s Supplemental Budget.

“I think we can find the money. Mag scrimp lang siguro ta on other projects (I guess we’ll have to scrimp on other projects),” the mayor said.

As to the feasibility study, the learning manual, and the teaching personnel, she said it is already ready.

She added that the pilot area of the Alternative Learning System (ALS) Building, behind the Teodoro Palma Gil Elementary School along Quirino Avenue, will only be temporary, as the city government is still scouting for a bigger area.

“ALS will temporary house the city college, since bawal siya sa Ched (Commission on Higher Education) rules,” Duterte-Carpio said, adding that one of the agency’s requirement is for a college to have its own place.

The mayor, however, said a certain family pledged to donate their property for the establishment of the college, but she said the they would have to weigh whether it is viable.

She said Councilor Pilar Braga, the project leader, will be the one to communicate with the donor.

Duterte-Carpio said the college would still house learners from the ALS in the morning while CCD will be operational in the afternoon.

The mayor said they are still uncertain until when they will be occupying the ALS but she said they will pursue creating a separate building under the property of the city government.

Braga, committee chairperson on education, science and technology, arts and culture, filed the creation of CCD under Suspended Rules on Tuesday, January 7.

This came after the mayor wrote a letter, urging the Council to pass a resolution and ordinance to enable the city to construct its first city college.

The resolution was already passed but the ordinance would have to be discussed after it was deferred to deliberate its provision.

Braga said they will hasten its approval to catch up with the time frame of its implementation.
