New PNP chief wants 'inside-out approach'

NEWLY assumed Philippine National Police (PNP) Chief Archie Francisco Gamboa said on Tuesday, January 21, that his leadership will focus on both imposing discipline within their ranks and serving the public.

“I already gave my initial directives when I was the officer-in-charge. They are still my standing orders. I want to put emphasis on the ‘no take policy’ in whatever form or material or monetary consideration from operators of illegal gambling, drug dealers, including any form of bribe or ‘kotong’ from analogous illegal sources. And to restore the importance of proper decorum, all personnel should render salute to superior officers and must show utmost respect; likewise, leaders must always think of their subordinate’s welfare. Further, Tamangbihis shall be strictly enforced,” Gamboa said in his speech during his thanksgiving lunch held in Camp Crame Tuesday.

“Simulan muna natin ang pagbabago sa ating mga sarili. We cannot implement the rule of law if we ourselves violate the law,” he added.

He vowed to "reprimand, castigate or dismiss" erring personnel. Those who will be found involved in illegal drugs will face severe punishment.

“Nanumpa tayo bilang mga alagad ng batas na panatilihin ang kapayapaan ng bansa at protektahan ang mamayang Pilipino. Yun ang ating mandato at nararapat nating iwaksi ang mga pampersonal na adhikahin. Mula sa araw na ito lalo pa natin pa-iigtingin ang Internal Cleansing Program. Kelangan natin linisin ang ating hanay upang mawala ang anay na sumisira sa ating organisasyon,” said Gamboa.

He also reminded his men to always be in good physical appearance and maintain their body mass index (BMI).

“The BMI is also embodied in the Health Service IMPLAN in line with the Revitalized PNP Internal Cleansing. For those overweight I hope this could be one of your driving forces to hit the gym and to start a healthy living. Being disciplined is the key,” he said.

He said in order to establish a more responsive police force they will be pursuing work simplification to finish what they have to in the simplest, easiest and quickest method.

He said among the processes they will streamline is the conduct of summary hearing to solve administrative cases within 15 days instead of 60 days and to fast track the full implementation of the PNP Information Communications Technology master plan that will serve as a guide towards harmonizing the use of technology towards the realization of Secured, Mobile, AI-driven, Real-time Technology-driven (SMART) policing to deliver effective and efficient crime prevention and crime solution services to the external and internal stakeholders of the PNP.

Gamboa said they will change unsuccessful strategies, adopt best practices, and build on the gains of effective policies and programs guided by the expected organization outcome of the PNP to prevent and to solve crimes ensuring peaceful, safe, self-reliant and development oriented communities.

“To gain more accomplishments we should always look on the practical solutions and solving problems in the most effective and efficient possible way,” he said.

“Prevention for crimes to occur can be manifested in many forms. For example, under human resources-- in order to attain a capable police force, we should employ stringent personnel selection. Gladly we already installed our PNP on-line recruitment application system and hopefully it will be improved into a more advance system to lessen human intervention in personnel selection,” he added.

In line with this, Gamboa said that they will ensure the stringent recruitment of their forces particularly in the PNP Academy and the Philippine National Training Institute.

“As to serve with a smile and to deliver higher satisfaction to the public, the PNP will try to ensure a happy and comfortable working space with the necessary equipment for personnel and auditing financial resources to ensure optimum worth for every centavo spent, thus, the men and women of PNP will be more motivated in delivering their work effectively and efficiently,” said Gamboa.

“Once preventive strategies were rightfully and religiously implemented in the administrative and operational activities of the PNP, problems due to inefficiency and incompetency will be expected to go downward and accomplishments will spike upward,” he added.

As Gamboa took the PNP’s top post, Lieutenant Generals Camilo Cascolan and Guillermo Eleazar also moved up the PNP hierarchy as the PNP's No. 2 and 3 men, respectively.

Cascolan will be take Gamboa’s post as the PNP deputy chief for administration while Eleazar will be the PNP deputy chief for operations.

Deliberation is ongoing to identify Eleazar’s successor as the chief of the PNP directorial staff.

Eleazar and Cascolan, who were also among the contenders for the PNP’s top post, have expressed support to Gamboa’s leadership.

“And that mission is to win back the trust and confidence of our President can only be accomplished if we think as one, we work as one, and we dream as one towards the goal of eradicating the problem of illegal drugs which us one of the major roots of criminality that threaten the peace and stability in our communities, of our country,” Eleazar said.

“And that mission would certainly be an easy task to achieve by not betraying the people whom we vowed to serve and protect, and commit ourselves to our sworn duty and our oath of upholding the law to ensure peace and stability in our country,” he added. (SunStar Philippines)
