Iloilo City solid waste plan gets PPP nod

THE Iloilo City Integrated Solid Waste Management (SWM) Facility Project has been given green signal from the Public-Private Partnership (PPP) Center in Manila last January 9.

The City Government got Project Development and Monitoring Facility (PDMF) support for Project Preparation and Transaction Advisory (PPTA) services.

Mayor Jerry Treñas noted he was informed of the good news of the approval by the PDMF committee, adding the project will soon be opened to prospective bidders.

"Congratulations, Mayor! We look forward to jumpstarting this project with the City. This is one of the first local PPP projects approved by the Committee so this is a major milestone for regional economic development. Thank you, Mayor, for our close partnership," Treñas shared a text message from PPP.

PDMF covers the conduct of feasibility studies, project structuring, preparation of tender documents, management of bid process, and assistance until financial close.

Iloilo City envisions to have a sustainable SWM solution including segregation, recovery, recycling, treatment, remediation, and possibly waste-to-energy.

The proposal also intends to cater further the Metro Iloilo towns of Oton, Pavia, Leganes, Sta. Barbara and Dumangas.

The City Hall has submitted to PPP the initiative that has attracted some 16 interested investors as of last year.

PDMF is a revolving fund that supports pre-feasibility studies, feasibility studies, and other necessary pre-investment activities to help develop bankable PPP projects, and assistance for effective monitoring of PPP project implementation.

PDMF provides government agencies with the required expertise and strategies to prepare well-structured projects that are selected to be undertaken as PPPs.

PDMF Committee is chaired by National Economic and Development Authority with members of PPP Center, Department of Finance and Department of Budget and Management. (PR)
