Councilor proposes to regulate TNVS, TNC on Cebu City roads

DUE to increasing public demand for the services of ride-hailing apps, Cebu City Council majority floor leader, Councilor Raymond Alvin Garcia is seeking to regulate the operations of Transport Network Vehicle Services (TNVS) and Transport Network Companies (TNC) within the city’s roads.

Garcia filed an ordinance that would require TNC and TNVS to register for accreditation at the Cebu City Transportation Office (CCTO) before they can be allowed to operate in Cebu City.

“There is a compelling need for the Cebu City Government to intervene in order to ensure safety and protection of the riding public. Thus, there is a need to require all TNC and TNVS to register and have themselves accredited by the Cebu City Government should they conduct their operations within the city’s territorial jurisdiction,” Garcia said.

Under the proposed ordinance, an accreditation board tasked to screen and accredit TNC and TNVS will be created.

The board will then draw up a list of requirements for TNVS and TNC seeking to register in Cebu City as well as decide on the cost of their accreditation.

There are two major TNCs currently operating in Cebu: Grab and Angkas.

But Garcia expects more ride-hailing companies to operate in Cebu City in the coming years.

Under the proposal, a fine of P5,000 will be charged per violation of the ordinance.

Every instance of operating within Cebu City without registration is counted as a single and separate violation.

The CCTO and the Land Transportation Franchising and Regulatory Board (LTFRB) will be tasked to promulgate the implementing rules and regulations under Garcia’s proposal.

Garcia noted that most people now opt to use ride-hailing apps due to the current traffic situation in the city.

An Angkas driver who spoke on condition of anonymity said he supports Garcia’s proposal provided that the registration will not involve fees as this could lead to corruption.

“I am for it, but it should not have a payment,” the Angkas driver said.

The draft ordinance was referred to the Cebu City Council committee on laws for further review.
