THE Department of Education in the Cordillera Administrative Region (DepEd–CAR) will strictly implement department order number 45 series of 2002 or the “No Read, No Pass” policy in all public and private schools in the region.
In a memorandum circular released by DepEd-CAR director May Eclar, no students in the region will be promoted to the next level unless he shows mastery in the basic literacy skills in a particular grade level.
The memorandum order indicated that “Effective Immediately, the ‘No Read, No Pass Policy’ shall be enforced. For a grade 2 student to be promoted to grade 3, he/she SHOULD be able to read in Filipino; for grades 3 and up, both English and Filipino. Take note, however, that reading without comprehension, is not reading at all.”
All possible remedies and support will be done by DepEd for the students to be able to learn how to read.
One objective of the enhanced basic education act of 2013 is to ensure that all students are successful readers starting from first grade under the ‘Every Child Reader Program’ or ECRP was designed for elementary pupils to be independent young readers and writers.
Eclar hopes with this mandate, all public elementary schools in the region will conduct a second Philippine Informal Reading Inventory or PhilIRI in February 2020.
All learners under the frustration levels or none readers will be given the much needed interventions.
DepEd-CAR is set to conduct a PhilIRI post-test in March to determine those students who will be retained at their present grade level.
