MANILA -- Chief Presidential spokesperson Ricardo Saludo said Thursday that delicadeza should not be a consideration in fulfilling the Constitution regarding the recent ruling of Supreme Court allowing President Gloria Macapagal-Arroyo to appoint the replacement of Chief Justice Reynato Puno who is set to retire May 17.
