Guv to contractors: Finish road projects by February 29

PRIVATE contractors of road improvement projects in Cebu Province have until Feb. 29, 2020 to finish their tasks.

If they fail to do so, they would be subjected to liquidated damages and disqualification, so warned Gov. Gwendolyn Garcia.

The governor expressed her dissatisfaction over the “dismal, single-digit accomplishments” of contractors following the issuance of a Notice to Proceed (NTP) on Nov. 14, 2019.

To recall, P714 million worth of road improvement projects in the Province were approved by the Provincial Board in November 2019.

The barangay road concreting works cover a total of 160 kilometers distributed in all the seven districts of the province.

The winning bidders signed a contract agreement and an NTP with Garcia on behalf of the Provincial Government.

A Sugbo News Feb. 4 report said the governor learned that the contracted projects were nowhere near the scheduled completion on Tuesday, Feb. 11.

“I don’t have time for sloppiness, laziness and dilly-dallying,” Garcia said in the report.

Contractors Jo Builders and AR Adlawan Construction, however, attributed their delays to bad weather and the lack of workers during the holidays.

Garcia, though, lamented that manpower, material sources and weather conditions should have already been studied as the contractors have a deadline to beat.

Aside from Jo Builders and AR Adlawan, other winning contractors include YBK Construction, Circle Z Ventures and Development Corp., April Rose Enterprises and Builders, Quirante Construction, B.L. Pangan Construction and Dinah Jane Construction and Supply,

The others are P.B. Obial Construction/First Grandeur Builders JV, Helm Construction and Supplies, First Builders and Developers, WTG Construction and Development Corp., Rovilla Construction, Duros Development Corp., JFAP Construction and Rex Morales Construction.

Of the 16 contractors awarded, only YBK achieved a 50 percent accomplishment rating in a road project that has a March 16, 2020 deadline.

AR Adlawan was called out for posting a “dismal” five percent accomplishment in the road projects in the first district along with Circle Z, which posted a 0.27 percent accomplishment in one of its road projects in the fifth district.

“I can’t afford any further delay. Time is of the essence. It is the most important commodity. The people have been waiting for these roads for such a long time already,” Garcia said in a mix of English and Cebuano. (RTF)
