Councilor backs tenure for daycare workers

BAGUIO City Councilor Arthur Allad–iw is backing moves to give daycare workers tenure.

Allad–iw is taking the cue from House Bill (HB) 475 is still pending with the House committee on welfare of children since July 2019.

“Our government day care workers who are at the forefront of the early childhood care and development have no security of tenure, over worked, and receive a mere monthly allowance of not less than P500 from the annual appropriation of the Department of Social Welfare and Development and from the barangay it ranges from P500-P1,000,” the councilor said in his resolution of support.

Allad–iw added the bill aims to ensure children nationwide will receive quality early education and social development services in their early, formative years and recognizes the crucial role of day care workers in nation-building through their services by the grant of benefits and privileges and the provision of training for their professional development.

Meanwhile, HB 475 seeks to create plantilla positions in all day care centers in the country will be created, which would allow day care workers to enjoy security of tenure and other benefits of permanent personnel provided in civil service rules.

“Current day care workers will also be protected from disenfranchisement through transition measures that will help them comply with hiring requirements, overtime pay, hazard allowance and subsistence allowance will be given to day care workers. They will also be given compensation, additional allowances and social security benefits and free legal assistance in case of politically motivated or work-related harassment,” Allad–iw said.

A copy of Allad–iw’s resolution will be sent to Speaker of the House of Representatives, Allan Peter Cayetano.
