Fact-finding set to probe Misamis jail incidents

THE province-run Misamis Oriental Provincial Jail (MOPJ) is in hot water after the "viral" video of an inmate dancing naked was followed by another incident, this time a detainee escaped due to an apparent "negligence' of a jail guard Tuesday, February 18.

Governor Yevgeny Emano has ordered the administrator's office to launch a fact-finding investigation on the two incidents to determine who are

liable.

But Capitol spokesperson Carlo Dugaduga said MOPJ top officials will not be relieved since the priority is to recapture the escapee.

"Wala pay plano nga i-relieve or i-suspend kay ang priority is paggukod sa eskapo," Dugaduga said.

The escapee was identified as Junrey Banggo, of Tagoloan town. He is facing drug charges.

Banggo has availed himself of the plea bargaining and was supposed to be placed under a six-month rehabilitation. But the Department of Health (DOH) requires a medical certification.

Dugaduga said Jail Guard Norberto Abrio escorted the inmate at the Northern Mindanao Medical Center (NMMC) for the medical examination but there is no available physician at that time.

Abrio then went to a remittance center near the hospital to get money along with the inmate when the latter found the opportunity to escape.

Dugaduga said the inmate has allegedly no handcuff when he ran off.

"Didto sa hospital, naka handcuff sila duha pero pag abot sa Palawan Express, wala na naka handcuff," he said.

Dugaduga said the MOPJ officials are determining the protocol breached by the jail guard.

"Labi na kay naa sa gawas ang inmate, dapat hugot ang protocol sa seguridad," Dugaduga added.

Three teams have been formed to capture the inmate.

"Mao gyud ang mando ni Governor Bambi nga paspasan ang paggukod sa inmate," Dugaduga said.
