Capitol eyes turnover of hospital operations to 2 LGUS

THE local governments of Escalante and Calatrava signified their intentions of taking over the operation of hospitals in their respective areas.

Lawyer Rayfrando Diaz, provincial administrator, revealed Monday, February 24, that in fact the Provincial Government is studying the possibility of turning over the operations of two district hospitals to said local government units.

Escalante City hosts Vicente Gustilo District Hospital while Calatrava hosts Calatrava District Hospital, all located in the first district.

The process of studying the planned turned over of the hospital operations is now at 50 percent, Diaz said.

However, he said the Provincial Health Board led by Governor Eugenio Jose Lacson said it was the LGUs who offered the plan to the Capitol.

He added that there is an ongoing inventory of equipment “to know what properties can be subjected to contract between the provincial government and the LGU.”

“We are also studying the existing labor force whether we absorb them with the remaining district hospitals that need additional manpower or let the LGU absorb them into their local human resource,” he pointed out.

If all the reviews and study are finished, “we will draft a deed of usufruct between the Capitol and the LGU where the duties of both parties are specified as well as their duties and obligations” he added.

The offer from Calatrava and Escalante is based on the experience of the San Carlos City government which has its own city hospital and “it is earning,” Diaz said.

Diaz further said that with the planned upgrade of four major hospitals managed by the Capitol, “there will be a need for more doctors and nurses,” and so, “there is no need to worry about the medical staff in the other district hospitals [fearing] that they will be displaced or will lose their jobs.” (TDE)
