THE City Government of Bacolod will enforce the “no segregation, no collection” policy starting March 1.
This was stressed by Vice Mayor El Cid Familiaran yesterday after the construction of Cell No. 2 at the sanitary landfill in Barangay Felisa is scheduled to be turned over to the city government next month.
The Cell No.2 was constructed by the city’s garbage hauler IPM-Construction and Development Corporation (IPM-CDC).
Familiaran, chairman of Solid Waste Action Team (Swat), said that once the Cell No. 2 will be turned over to the city, the city’s garbage hauler will not collect the unsegregated waste.
“We cannot perfect it immediately, but then it’s doable. If the implementation of Republic Act 9003 is successful, the volume of garbage is expected to drop,” he said.
The councilor said the city’s garbage hauler should set its schedule for the collection for biodegradable and non-biodegradable wastes.
The villages were also tasked to intensify its information and education campaign.
Familiaran added that it’s the instruction of Mayor Evelio Leonardia that the city should enforce the “no segregation, no collection” policy on March 1 and it’s the responsibility of the barangay officials to inform their constituents on the implementation of said policy.
He said Mayor Leonardia will also reactivate the Solid Waste Education and Enforcement Team (SWEET) for the implementation of the “No Segregation, No Collection” policy.
He added the IPM-CDC will add more trucks to serve the 61 barangays.
In 2018, the City Government implemented the “no segregation, no collection” policy, but the program was a failure because residents were not observing the proper ways of disposing.
Most of the city residents did not comply with the waste segregation and that Bacolod is still zero in terms of compliance.
Based on the report of the garbage hauler IPM-CDC, majority of the households in various villages have no compliance.
