Barangays told to submit road clearing report on March 3

ALL villages in Bacolod City are required to submit their monthly road clearing report operations within their areas of jurisdiction until March 3.

This was stressed by Executive Assistant Butch Soliguen, cluster head on social services and barangay affairs, after some of the barangays still failed to submit their monthly report since last week.

Soliguen said as of February 27, only 23 of 61 barangays managed to submit their monthly report to the City Mayor's Office.

"The barangays were given a deadline until March 3 to submit their monthly report based on the directive issued by the Department of the Interior and Local Government (DILG)," said Soliguen.

He added the barangays road clearing reports will be forwarded to the DILG-Bacolod.

Soliguen, who was authorized by Mayor Evelio Leonardia to sign the b

arangay's report, noted that they are still waiting for the 38 other barangays to submit their report today, March 2, at the City Mayor's Office.

Leonardia earlier warned the barangay officials to submit correct reports on road clearing operations within their areas of jurisdiction.

This, after the DILG directed all the local government units (LGUs) to continue the implementation of the road clearing directive and to ensure that their efforts to maintain cleared roads are sustained.

Leonardia said this is the second round of road clearing operations and all the barangays were required to submit their accomplishments on the demolition of illegal structures in their barangays.

"The barangay officials should sustain the cleared roads in their b

arangays and they are obliged to submit reports so it should be truthful because there's also a validation team to validate their reports," he said.

DILG Memorandum Circular 2020-027 stated that the road clearing will now include the local and tertiary roads.

The mayors were also tasked to monitor compliance of the barangays in road clearing efforts.

The LGUs were given 75 days to finish the second round of road clearing operations.

In 2019, DILG has given Bacolod an 87 percent on its accomplishment on road clearing operations.

Leonardia said that about 94.07 percent of all the 11,799 illegal structures in Bacolod have been demolished.

Of 11,799 illegal structures, 11,099 structures have been demolished.

Twenty-nine out of the 61 barangays have submitted reports that they were able to demolish 100 percent of the illegal structures within their areas of jurisdiction.

Secretary to the Mayor Edward Joseph Cuansing said that based on DILG's Memorandum Circular 2020-027, Leonardia issued an Executive Order 9 creating a road clearing monitoring team.

The team was headed by DILG-Bacolod Director Marideth Madayag to validate the reports submitted by the barangay officials.

"We, the LGU together with the DILG, are given 75 days to submit a report regarding the road clearing compliance which will end on April 30, 2020," Cuansing said.

He added if there are village chiefs who are giving false information (on road clearing), they can be administratively sanctioned.

For her part, Madayag said they will start their validation this week.

She said they will inspect all the barangays to ensure that they are submitting a correct report.

She added the erring village chiefs can be charged administratively or will face dismissal.

Madayag said that on May 8, the DILG's regional validating team will validate the report of the barangays in Bacolod City.
