DTI-NegOcc issues automatic price control guide

THE Department of Trade and Industry (DTI) in Negros Occidental has released the automatic price control (APC) reference particularly for retail establishments in Bacolod City.

Romel Amihan, Consumer Protection Unit head of DTI-Negros Occidental, Thursday, March 19, said the APC reference is based on their monitoring data that was reviewed by the regional office in Iloilo.

Amihans said DTI-Negros Occidental determined the prevailing price which will now be used as guide or reference in implementing the APC.

Price freeze among basic goods are currently taking effect in the province following the declaration of state of public health emergency by President Rodrigo Duterte on March 8 due to coronavirus disease (Covid-19).

“This reference is now our basis to determine whether there are movements in the prices of basic necessities under the APC,” he said, reiterating that the price control is effective within 60 days.

Based on the APC reference for Bacolod City, a copy of which was obtained by SunStar Bacolod, the prevailing prices of 155 grams of canned sardines range from P14.40 to P18.20 depending on brands.

For condensed milk, the price should be P33 to P70; condensada - P27.25 to P54.50; evaporated milk - P20 to P56.50; evaporada - P21 to P26.25; and powdered milk - P46.25 to P174.50 also depending on brands and net weight.

The price of coffee should be P16.75 to P74 and P17.50 to P77.55 for 3-in-1 and refill, respectively, while detergent or laundry soap is P17.50 to P21.

For bread, loaf costs P37 to P64 depending on brands and net weight while pandesal is at P37.

Different brands of 50 to 55 grams of chicken flavor instant noodles should be sold at P6.60 to P7.60 while for beef flavor, P6.50 to P7.60.

The prevailing price of iodized salt is P6.50 to P16.85 depending on brands and net weight.

For distilled water, it costs P6 to P76.30; purified water - P9.90 to P19.40; and mineralized water - P6 to P65.40.

Candles, on the other hand, should be sold at P32.03 to P145.75 depending on sizes.

Amihan said copies of APC reference were already distributed among retail stores in Bacolod City earlier this week.

He pointed out that establishments should follow the “specific price of the products for specific brand and net weight.”

Effective prices may be lower but not higher than those listed in the APC reference, Amihan said.

DTI-Negros Occidental will also start sending the APC reference to the local government units (LGUs) and retailers in key cities like Cadiz, Sagay, San Carlos and Kabankalan.

Aside brands and net weight, the prices vary depending on whether the products are sold in groceries stores, supermarket or wet market.

For Cadiz City, the prices of basic goods should be:

Canned sardines - P15.25 to P19; condensed milk - P37.25 to P70; condensada - P26.75 to P54.50; evaporated milk - P19.75 to P56.50; evaporada - P21 to P26.25; powdered milk - P41.90 to P106.50; coffee (3-in-1) - P5.80 to P6.50; coffee (refill) - P17.50 to P77.55; detergent or laundry soap - P18.15 to P24.75; bread (loaf) - P47.50 to P65.50; pandesal - P37; chicken flavor instant noodles - P6.50 to P8; beef flavor instant noodles - P5.50 to P8; iodized salt - P10 to P11; distilled water - P6 to P78; purified water - P9.45 to P16.20; and mineralized water - P7.90 to P64.

In Sagay City, canned sardines cost P15.50 to P18.95; condensed milk - P30 to P71.80; condensada - P38.50 to P71.80; evaporated milk - P20.50 to P41; evaporada - P21 to P28.50; powdered milk - P41.70 to P169; coffee (3-in-1) - P6.10 to P9.90; coffee (refill) - P17.25 to P177; detergent or laundry soap - P16.50 to P23.65; bread (loaf) - P47.50 - P65.50; pandesal - P37; chicken and beef flavor instant noodles - P6.45 to P9.25; iodized salt - P10 to P11; distilled water - P10.60 to P76.50; purified water - P9.90 to P17; and mineralized water - P8.30 to P67.40.

In San Carlos City, the prices of canned sardines range from P15.05 to P18; condensed milk - P33 to P70.85; condensada - P26.70 to P53.65; evaporated milk - P19.30 to P56.10; evaporada - P20.40 to P26.20; powdered milk - P42.55 to P107; coffee (3-in-1) - P5.75 to P6.65; coffee (refill) - P16.30 to P176; detergent or laundry soap - P16.50 to P21.85; bread (loaf) - P46.75 to P64; pandesal - 37; chicken and beef flavor instant noodles - P6.15 to P8; iodized salt - P6.75 to P7.60; distilled water - P10.55 to P78.35; purified water - P9.45 to P16.20; and mineralized water - P8.30 to P20.45.

In Kabankalan City, meanwhile, canned sardines - P15.75 to P18; condensed milk - P31.55 to P69.35; condensada - P26.75 to P57.50; evaporated milk - P19.25 to P55.25; evaporada - P20.85 to P26; powdered milk - P41.90 to P108; coffee (3-in-one) - P7; coffee (refill) - P16.75 to P76.85; detergent or laundry soap - P17.10 to P24.05; bread (loaf) - P47.50 to P65.50; chicken and beef flavor instant noodles - P6.50 to P8.50; distilled water - P5 to P85; purified water - P9.25 to P17.97; mineralized water - P9.50 to P57.60; and candles - P25 to P72.

Amihan said they are still on the processing of establishing the APC reference for other localities in Negros Occidental.

DTI-Negros Occidental continues to warn establishments to comply and urge consumers to report erring retail stores, he added.

Under Republic Act 7581 or Price Act, any seller who commits any act of illegal price manipulation or violation of the Price Act shall suffer the penalty of imprisonment of up to 10 years and a fine of up to P2 million.
