CIAC accepts proposals for Clark airport development

CLARK FREEPORT -- Clark International Airport Corporation’s (CIAC) Joint Venture Selection Committee (JVSC) is now accepting and evaluating other “unsolicited proposals” for Diosdado Macapagal International Airport (DMIA) Terminal 2 development.

However, CIAC Vice President for Operations and JVSC Chairman Romeo Dyoco said: “This is not to be construed in any manner as a solicitation of previous or future proposals.”

On March 15, the CIAC board rejected with finality the offer of Kuwaiti-backed Almal-Pride Consortium to develop DMIA Terminal 2 and take over and develop Terminals 1, 3 and other adjacent areas, including some 1,500 hectares inside aviation complex.

“We are now open to accept and evaluate other unsolicited proposals for the development of the DMIA Terminal 2 project. We (CIAC) will continue to look for the best and most feasible offer for the Terminal 2 project,” Dyoco said.

He said the JVSC, under the joint venture (JV) Annex C bidding procedure, has set the deadline for proposals on March 31, 2010.

He said under the joint venture procedure, the JVSC will evaluate and compare all submitted proposals with the guidelines to select the best offer according to eligibility requirements and adherence to the scope for the development of Terminal 2.

Dyoco said the best offer selected by the JVSC would be recommended to the CIAC board with eligibility pass and a status for negotiations for best financial terms, wherein a reached agreement will result in a conferment of Original Proponent status.

He said the best offer designated as “Original Proponent” would be subjected to a Comparative Challenge under the JV Annex-C Procedure.

President Gloria Macapagal-Arroyo has designated DMIA as the country’s gateway and a world class service and logistics hub.

CIAC has already set aside P308 million for the expansion of the existing DMIA Terminal 1. The expanded DMIA Terminal 1 will have two aerobridges, a second floor, elevators, escalators, CCTVs, Public Address System, background music and a wider lounge for passengers.

The expansion is expected to be completed by the end of April this year. (RGN)
