Davao mayor: Total lockdown possible

A TOTAL lockdown may possibly be implemented in Davao City if erring individuals continue to violate the city’s directives against the spread of coronavirus disease (Covid-19).

“Ang mahitabo gyud sa atoa, kitang tanang ikulong sa doctor sa balay pagkahuman tungod lang na sa pipila ka tao nga wala’y disiplina ug di magpatuo kung unsa’y mando sa ilaha (There may come a time that doctors would eventually recommend to isolate everyone in their own residences because of a few people who lack discipline, and would continue to violate the mandate issued by the government),” Duterte-Carpio said on Friday, March 27, in a radio interview on 87.5 FM Davao City Disaster Radio.

The mayor admitted she continues to receive reports of certain individuals in some parts of the city who still loiter on the streets, despite her mandate of doing self-quarantine since the city was placed under community quarantine effective Sunday, March 15. She said her informants have continuously been sending photos and videos of these areas.

She earlier cited areas of Calinan and Toril as one of the “problem areas”.

“Ga-continue gihapon ang mga tao nga as if nga wala’y kagaw nga gasuroy-suroy sa atong dalan (People are still seen on the streets continuing with their normal routine as if there is no virus on our streets),” she said.

She also said some tricycle drivers in Toril violate the one-passenger protocol set by the Department of Transportation (DOTr).

As of Friday, 120 units of tricycles had already been impounded because of this violation.

Duterte-Carpio said she had already foreseen the possible lockdown as she had been in constant communication with health consultants, from whom she based her executive orders.

“Ako makaingon gyud ko kay pirmi ko gina-istoryahan sa doctor ngano ing-ani, ing-ana (I can tell that it’s possibly going to happen because these doctors have been telling me these and that),” the city mayor said, citing some issues such as individuals wearing inappropriate masks while others not even wearings masks especially when riding mass transportations.

While she said majority of Dabawenyos have already stayed inside their residences, she said until now, there are still individuals who continue to disobey the city laws due to their “fatalistic” attitudes.

“Our fatalistic behavior... dili angayan sa pagkakaron because kani siya nga sakit paantuson ka niya bago ka niya patyon (We should not impose our fatalistic behavior at this situation because dreadful disease is not like any ordinary disease. It will let you suffer before it kills you),” Duterte-Carpio said.

As of March 27, there are already four positive Covid-19 patients in Davao City, while there are 81 patients under investigation (PUIs), and 817 are persons under monitoring (PUMs).

The Department of Health-Davao Region (DOH-Davao) said that all of the positive cases are those who acquired the virus outside of the region.

Although Duterte-Carpio said the city is already “one-step away” from being placed under enhanced community quarantine.

Under the enhanced community quarantine, all offices and public and private establishments from both will be stopped, except for food and health services. Also, security and medical forces will only be allowed to travel.
