Cebu City develops app for quarantine pass application

TO MAKE it easier to apply for the green enhanced community quarantine (ECQ) passes, the Cebu City Government developed an application designed for residents of the city.

How do you apply for the ECQ pass electronically?

The applicant has to go to the websit PassApp.ph and register as “Household.” A form will be prompted on the screen which needs to be filled out.

After filling out the form, the applicant will then be provided with an eight-digit passcode.

A barangay representative will visit house-to-house to verify the passcode.

Once verified, the household will then be issued with the green pass.

The green ECQ pass is intended only for residents of Cebu City.

Aside from the electronic application, the public can also apply manually since barangay officials, Philippine National Police (PNP) and other authorized individuals are visiting house-to-house to distribute the passes.

Cebu City Administrator Floro Casas Jr. said household owners only have to inform the authorized individuals if they are done filling out the form online so they can immediately proceed with the verification of the code.

The red, blue and white ECQ passes intended for government workers, non-residents but are working in the city and other frontliners, respectively, will have to submit a letter of request to the mayor’s office personally or through email at ccg.ecqpass@gmail.com.

For red passes, the government workers need to put in their letter request the subject “GOE - (Name of Office).”

The letter request must specify the names and functions of the government officials or employees to be given ECQ passes.

For blue passes, the non-resident workers in the city must put in their letter the subject “NR - (Family Name) - (LGU of residence).”

One letter request is good for only one individual.

For white passes, whose recipients are those in crisis management teams and frontliners, the subject of the letter request is “CMTF - (Office, Agency, or Company).”

All letter requests will be evaluated by the Office of the Mayor and once approved, the Office will also issue the passes to applicants.

Those exempted under the Stay at Home Order are no longer required to secure ECQ passes, and only need to present their company ID, Certificate of Employment, or any bona fide document to prove they are exempted.

Exempted from the Stay at Home Order are medical practitioners, officers, hospital staff, nurses, and health volunteers; emergency personnel; all authorized national and local government officials and employees; drivers and personnel of delivery vehicles of all types of cargoes; construction workers duly authorized by the City; accredited media personnel; farmers, fishermen, and agri-business personnel; persons who seek medical attention or who are already admitted in any medical facility, provided that only one companion shall be allowed; employees of exempted establishments as provided under Section 2 of executive order no. 64 (hospitals, medical clinics and laboratories; pharmacies and drug stores; gasoline stations; cargo handlers, forwarders, shipping lines, truckers, container yards; water, electricity, cable and telecommunication companies; funeral parlors; establishments manufacturing medical supplies and its materials and components; and establishments delivering services such as transporting food, medicine and other basic necessities); and such other persons as may be authorized by the mayor or his duly authorized representative.

The City is implementing this measure to limit the movement of the public while the entire Cebu City is under the state of ECQ. (JJL)
