GIBALIBARAN sa Department of Transportation (DOTr) ang hangyo ni Cebu City Mayor Edgardo Labella ug ubang mga mayor sa siyuda sa Sugbo nga hatagan og pabor o i-exempt ang immediate family member nga maka-back ride sa motorsiklo.

Sa suwat ni DOTr Assistant Secretary for Road Transport and Infrastructure Mark Steven Pastor , siya nipasabot nga ang ilang ahensiya nga kasagaran sa residente sa dakbayan sa Sugbo nigamit og motorsiklo apan, “we are constrained to deny this request as we cannot grant the same without violating the protocols set forth by the IATF, DOH, and other national government agencies,” tipik sa suwat nga aduna’y petsa nga Marso 27, 2020.

Ang suwat gi-leak sa media, Martes, Marso 31 diin nadawat sa buhatan sa mayor Marso 30.

Nisuwat si Labella niadtong Marso 25, nga naghangyo sa DOTr nga i-reconsider niini ang “No Back Rider Policy” nga gipatuman lukop nasod isip social distancing isip lakang batok Coronavirus disease 2019 (Covid-19).

Lakip sa gisaysay ni Pastor sa iyang suwat ang mga pronouncements sa Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Disease ug ang guidelines sa DOTr kabahin niini.

Base usab sa Section 4(g) sa Republic Act No. 11469 o ang “Bayanihanto Heal As One Act” o ang authorized powers ni Presidente Rodrigo Duterte nga “all Local Government Units (LGUs) are acting within the letter and spirit of all the rules, regulations and directives issued by the National Government pursuant to this Act; are implementing standards of Community Quarantine consistent with what the National Government has laid down for the subject area, while allowing LGUs to continue exercising their autonomy on matters undefined by the National Government..” (HBL)
