‘Last names’ in Cebu City; 'clusters' in Talisay City

THE Cebu City Government has devised a scheme based on one's surname to limit the entry of people inside the Carbon Public Market.

On Tuesday, allowed to enter the market are individuals whose last names start with letters A, B, C and D; on Wednesday are E, F, G and H; Thursday are I, J, K and L; Friday are M, N, O and P; on Saturday are Q, R, S, T and U; and on Sunday are V, W, X, Y and Z.

Under the new scheme, shoppers are required to present an identification card (ID) showing their photo and complete name.

On top of the ID, one must present an enhanced community quarantine (ECQ) pass and wear a protective mask.

Carbon Public Market is open from 6 a.m. to 5 p.m. During these hours, no vehicle is allowed to enter the market premises.

On Mondays, Carbon will be closed for disinfection to ensure the cleanliness of the area.

Delivery of cargoes and supplies to the market will be from 3 a.m. to 6 a.m. and 5 p.m to 8 p.m. every day.

In Executive Order No. 69 issued by Cebu City Mayor Edgardo Labella on April 15, 2020, the Carbon Public Market Complex covers all roads leading to the market buildings such as Magallanes St., Escaño St., Calderon St., Manalili St., Plaridel St., F. Gonzales St., M.C. Briones St., and M.L. Quezon Blvd.

Labella, in his EO, said only authorized wholesalers, purchasers and "kumpradors" are allowed inside the market during the designated hours.

In Section 5 of the EO, exempted from the order are frontliners such as medical personnel and security personnel provided they show an identification or proof that they are frontliners.

Also excluded from the order are wholesalers, purchasers or "kumpradors" from community markets and from other local government units as long as they show proof of endorsement or certification from other LGUs; hotels, hospitals, orphanages, and government facilities.

The Philippine National Police (PNP) and City Market Operations Division are tasked to implement the EO.

Meanwhile, Talisay City Mayor Gerald "Samsam" Gullas has issued Executive Order No. 22 to limit people going in and out of the Tabunok Public market and other target areas to ensure social distancing.

The Tabunok Public Market and other establishments selling essential goods will open according to their respective barangay schedules from 5 a.m. to 8 p.m. Residents of Cluster I (Barangays Lawaan II, Bulacao, Candulawan, Maghaway, Tapul, Lawaan I, Linao, San Isidro, Dumlog, Mohon and Campinsa) are allowed entry to these establishments on Tuesday, Thursday and Saturday, with free rides.

Cluster II (Pooc, Biasong, Jaclupan, Manipis, Camp 4, Poblacion, Cansojong, San Roque, Tanke, Lawaan III and Lagtang) are scheduled on Wednesday, Friday and Sunday, with free rides.

Cluster III, on Monday, is where all the barangays are allowed, but with no free ride. (JJL, JCT)
