Cop who shot ex-military dead at checkpoint faces probe

A POLICEMAN who had shot a former military personnel dead for allegedly violating the enhanced community quarantine measures in Quezon City will face an investigation.

Quezon City Police District chief Police Brigadier General Ronnie Montejo said Police Master Sergeant Daniel Florendo Jr., who had surrendered his service firearm, will face an investigation over possible criminal and administrative liabilities.

"Masasabi kasi nating ‘judgment call’ yung naging aksyon ng ating pulis laban sa suspek na armado din ng baril kaya nagawa niyang paputukan. Gayunpaman, pinaiimbestigahan na natin ang naturang insidente," he said.

Florendo shot dead Winston Ragos at around 2:30 p.m. on April 21 at a quarantine checkpoint in Maligaya Drive, Barangay Pasong Putik in Quezon City.

Police said Ragos approached and confronted police trainees and Florendo who were manning a control point in the area.

Police said they told Ragos to go home but instead of following the order, the latter identified himself as a former soldier.

Reports said Florendo checked Ragos’ sling bag and found him carrying a handgun.

Based on a video clip, which is now making rounds on social media, Florendo was trying to “pacify” the Ragos by asking him to put his hands up.

Ragos, however, ignored this. When Ragos tried to open his bag, Florendo shot him twice.

A woman in the said video can be heard saying, “Bakit hindi n’yo muna kinapkapan. Wala naming baril yan. Dating sundalo yan may war shock yan.”

Ragos was brought to Commonwealth Hospital but he was declared dead on arrival.
