BARANGAY 13 Punong Barangay Franklin Andre Familiaran is among the few village leaders who lead their constituents beyond their mandates.

He thought of many directions in confronting the challenges caused by coronavirus disease instead of dwelling on the problem.

Covid-19 has set everyone in distress but for Kap Andre; he has his unique ways of doing things to rise above the occasion.

His barangay has been a recipient of so many gifts from good Samaritans who share his burden of securing food for thousands of his constituents who were restricted and told to stay home during the enhanced community quarantine.

Barangay funds were limited and not enough to cater to the needs of his people. But since many have noticed how hard working he is, the grace and blessings came in pouring.

Aside from the food packs that he provided to his constituents which is already on its 6th wave, he also held a raffle draw to his constituents with amazing prizes that include 14 electric fans, seven rice cookers, two sacks of rice (25 kilos each), one premium organizer, one gasulito, three BMX bikes, four Samsung phones, one DVD player, five lions park gift check P1,000 each, one pedicab (trisikad), a 32-inch TV and 500 food packs.

Along with the hardworking members of the Barangay Council members namely Kagawads Tanya Familiaran, Jun-jun Suelto, Bebing Chavez, Dan Conlu, Mark De Gracia, Mylene Asis, Edgar Wenseslao, brgy staff, Jason Fausto and Sangguniang Kabataan council, they are grateful of the help they have received.

The well-meaning citizens who shared their graces and blessings to Barangay 13 were Ian Lo, Wille Au, Bea Bern, AD Marketing, Al Espino, Cindy Tan-Rojas, Bryant Lao, Bea Gilbor, Earl Nino Spencer Tiu Lowey Jee Marivic Palma, Charo Francine Montinola Dumancas, Dee Ouiman, Cindy Ballesteros, Anne Binnette Perez, Richard Paul Salem, Arvin Chua, Katherine Hao. Gicruz Tan, SM Bacolod and his mother Portia Familiaran.

Kap Andre was also joined by his friends John Arceo, Julius Dela Flor, Junjie Genoves, Chayen Descutido Genoves, HR Campos III, Matthew Piodena, Weji Cautivar during the raffle draw.

Kap Andre was recognized by no less than President Rodrigo Duterte upon learning about his unique ways of serving his constituents.
