Vendor mauled over ECQ violation; probe launched

A VENDOR was beaten by Quezon City personnel over an alleged violation of the enhanced community quarantine (ECQ) Tuesday, April 28.

As a video footage of the beating circulated online, the Quezon City government said “a full-blown investigation” was being conducted on the incident.

“Any person found to have acted unlawfully or improperly shall be prosecuted to the fullest extent of the law,” the city government said in a statement posted on its Twitter account.

The incident that was captured on video occurred along Panay Avenue in Barangay South Triangle in Quezon City, near MPlace Condominium.

It was the third act of violence in Quezon City that is related to the implementation of stringent quarantine protocols to slow the spread of the novel coronavirus, or Sars-CoV-2, which causes the coronavirus disease (Covid-19).

On April 21, a policeman shot dead former army soldier Winston Ragos over an alleged ECQ violation in Barangay Pasong Putik in Quezon City. Homicide charges have been filed against the policeman.

On April 1, 21 residents of Barangay Bagong Pag-asa were arrested after a violent dispersal of residents who had gathered to demand food assistance from the city government. The residents have been released on bail that was paid from donations, mostly from celebrities.

“The City Government shall never condone any acts of violence or violation of human rights, regardless of reason or justification, especially when committed by an official or employee of the City Government or any of the City’s Barangays,” the Quezon City Government said.

It reminded all its personnel and agents to “always conduct themselves with proper decorum and restraint, and to observe compassion and tolerance, especially in these difficult times.”

An altercation also occurred between a policeman and a foreigner residing in Dasmariñas Village in Makati City that led to the filing of charges against the resident. (MVI/SunStar Philippines)
