Extension of tax payment deadline sought

THE Bacolod City Treasurer's Office (CTO) has asked the City Council for the extension of deadline for the payment of taxes and fees.

City Treasurer Giovanni Balalilhe already forwarded the memorandum issued by the Department of Finance (DOF) to the City Council for the extension of the deadlines for the payment of taxes, fees and charges of local government units pursuant to Section 4 (z) of Republic Act 11469, otherwise known as the "Bayanihan to Heal as one Act."

The Department Circular 002-2020 was signed by Secretary Carlos Dominguez on April 23, 2020.

Section 1 of the said circular states that in view of the severe disruption of economic activities brought by the coronavirus disease (Covid-19) and to promote and protect the collective interests of all Filipinos in these challenging time, it is imperative to, among other things, move the statutory deadlines and timeliness for the filing and submission of any document, the payment of taxes, fees, and other charges filed by law, and the grant of any benefit, in order to ease the burden on individuals under community quarantine.

The circular was issued for the uniform implementation of Section 4 (z) of Republic Act 11469 by the LGUs in line with the authority of the Secretary of Finance under item D(4) of the memorandum from Executive Secretary, dated March 28, 2020, on moving the statutory deadlines and timeliness for the filing and submission of any document, the payment taxes, fees, and other charges required by law, and the grant of any benefit, in order to ease the burden on individuals under community quarantine.

Section 4 of the circular states that the deadlines for the payment of all local taxes, fees and charges duly authorized and imposed by LGUs within their respective territorial jurisdictions as of March 25, 2020 shall be extended until June 25, 2020.

All local tax delinquencies prior to the effectively of RA 11469 shall remain, and shall be due and demandable following the expiration of the deadline set in Section 4 hereof. The application interest, penalties and surcharges shall begin, to run again and shall be due and demandable after the lapse of the effectivity of RA 11469, the circular further stated.
