Negros Occidental completes SAP distribution

GOVERNOR Eugenio Jose Lacson said Tuesday, May 26, that the province has already completed the distribution of the first tranche of the social amelioration program (SAP).

Lacson said the local government units are 98.7 percent complete of their utilization reports.

Meanwhile Victorias City Social Welfare and Development Office (CSWD) has submitted its complete Social Amelioration Program (SAP) fund utilization report showing 98.7% of 12,513 allocated beneficiaries with a variance of 241.

As of May 10, the City’s payout ended as directed by the Department of the Interior and Local Government (DILG).

The City stated in its report that the 241 variances of beneficiaries are those 22 disqualified beneficiaries, and 105 returned their SAP cash assistance due to double entry which means any member of the household has availed from other barangays and LGUs,

Some of them were SSS/GSIS pensioners, under Pantawid Program, living in the same household with barangay officials or government employees, with support of OFW family members or with independent financial capacity, and belonging to formal economy.

There were about 114 unused allocation due to lack of qualified beneficiaries and time constraint in the barangay level based on Department of Social Welfare and Development (DSWD) MC-09 guidelines.

The City’s fund balance during the first tranche amounted to P1,446,000.

DSWD Regional Office as of May 25 instructed Victorias CSWD officer Joy Reunir that the pay-out should continue upon identifying unserved and left out beneficiaries in the barangays until DILG and DSWD National Office issue any written notice on the unutilized fund. (TDE)
