LTO sees virtual transactions

THE Land Transportation Office (LTO) in the Cordillera Region is strengthening its virtual or online transaction operations as an off shoot to the effects of the coronavirus pandemic in the region.

LTO Cordillera director Francis Ray Almora explained at present, LTO Cordillera is doing online procedures for office related transactions.

“Just this week, for the drivers licensing center of our Baguio site, we transitioned from the old service provider to the new Land Transportation Management System (LTMS) which is currently undergoing debugging procedures. This LTMS is an online process of transaction and once rolled out to all the sites of LTO, there would be no need for a face to face transaction, the payment will be done online and anyone wanting to conduct a transaction with LTO will have to go to the public portal and have their biomatrix taken,” Almora said.

Payment under this procedure will be done online which is accompanied with a permanent transaction ID to be used for any transaction with the LTO including payment.

“For renewal purposes, the design of the system will renew an applicant’s registration and license online while waiting for the renewal documents to be forwarded to the applicant. This can even be downloaded to become electronic CR’s which can be entered in the applicant’s phone through electronic form and be validated by LTO’s validating equipment or devices,” the regional transportation director stated.

In April 2018, the LTO Online Personal Appointment and Scheduling System (PASS) was launched to speed up and simplify renewal transactions with the government agency.

LTO assigned a special lane in branches equipped with this facility for applicants who booked appointments online, with the process reduced to just 45 minutes (or faster, depending on the branch), which was seen as more efficient compared to walk-in transactions that takes as much as four hours.

This system can access the site from the applicant’s computer or smartphone to set an appointment, visit a designated LTO branch to complete the renewal process without the need of transferring from one window to another.

“The design for the LTMS is a transaction ID, so once your biomatrix is taken together with the facial recognition taken by the system, this transaction ID is what will be used for all transactions with the LTO not needing any link with once existing driver’s license because the features in the driver’s license through the public portal is the same with that of the LTMS,” Almora added.
