LTO targets new online system before yearend

THE Land Transportation Office (LTO) in Central Visayas targets to migrate before the year ends to a new online processing system with a biometric recognition feature in all its offices.

LTO 7 Director Victor Caindec said the new LTO IT Management System (LTMS) is undergoing beta testing at its offices in Tagbilaran City, Bohol and Dumaguete City, Negros Oriental.

For Cebu City, Caindec said he hoped that their online portal at portal.lto.gov.ph, which allows online processing of applications for new or renewal of driver’s license and car registration, would run under the new system by the time they move the Cebu City District Office to a mall.

“Our internal target is hopefully, before this year ends, all our offices in Region 7 can migrate to the new system,” he said.

He said the computers needed for the LTMS is in the LTO warehouse but these cannot be deployed yet because some offices still need rewiring. But there’s no one to do the rewiring because of the existing community quarantine guidelines, he said.

Caindec said their IT personnel, who have to physically check the hardware, could not report to the office yet because of travel restrictions.

The new system features an Automated Biometric Identification System (ABIS) with face and fingerprint identification to prevent false or double identities. It was developed in partnership with identification company Dermalog.

Covered in the beta testing phase are the applications for student permits and driver’s license in Tagbilaran and Dumaguete. These are now accessible online, Caindec said.

“Now, for the vehicle registrations, the emission, they are starting to migrate their IT system to LTMS. The motor vehicle inspection will move to what we call the private motor vehicle inspection centers. The privatized inspections have yet to be rolled out,” he said.

Caindec said this might take some time, but the target is full online processing so that motorists would no longer need to physically go to LTO offices to save time as well as promote social distancing. (WBS)
