Personal care services allowed to reopen in Bacolod

BACOLOD City Mayor Evelio Leonardia has issued Executive Order (EO) No. 43-A, allowing the operation at 50 percent capacity of other personal care services such as massage parlors, sauna, facial care, and waxing in the City of Bacolod.

The EO, which was signed by Leonardia June 17, states that all business establishments providing personal care services such as massage parlors, sauna, facial care, waxing, etc. shall be allowed to operate at 50 percent capacity. Section 18 of EO No. 38 Series of 2020 is repealed.

The business establishments shall strictly follow the imposed public health standards set in Department of Health Administrative Order No. 2020-0015, Department of Trade and Industry (DTI) Memorandum Circular No. 20-33, DTI- Department of Labor and Employment Joint Interim Guidelines on Workplace Prevention and Control of coronavirus disease, and any issuances by other government agencies regarding health protocols, the EO further stated.

On June 1, the City was placed on modified general community quarantine (MGCQ) under EO No. 38, Series of 2020.

Section 18 of EO No. 38 states that based on an advisory from DTI, massage parlors and sauna baths will continue to be prohibited until further advice.

On June 16, the MGCQ was extended until June 30, 2020, under EO No. 43.

Section 3 of EO No. 43 states that the provisions of EO No. 38, except the provision on intrazonal travel between Iloilo City/local government units of Region-VI and Bacolod City, shall continue to be in full force and effect for the duration of the extended MGCQ until June 30.

The DTI issued Memorandum Circular No. 20-23, revising the lists of business establishments or activities under Category I-IV and thereby allowed certain establishments to operate or business activities to commence in areas declared under community quarantine.

The cited DTI Memorandum allowed other personal care services such as massage parlors, sauna, facial care, waxing, etc., to operate at 50 percent capacity in areas under MGCQ.
