Sugdan na sa lalawigan sa Sugbo ang plano alang sa enhanced countryside development (ECD) ug ang pagpabangon sa turismo nga labing naapektohan sa nahitabong lockdown sa probinsya.
Kini maoy gipahibalo ni Garcia atol sa press conference uban sa sa Inter Agency Task Force (IATF) sa kagahapon, Hulyo 1, 2020.
Sa Hunyo 30, gianunsyo ni Presidente Rodrigo Duterte nga ipaubos na sa modified general community quarantine (MGCQ) ang probinsya sa Sugbo.
Apan ang planong ECD gisugdan na paghan-ay sa probinsya niadtong Abril pa.
Matod ni Garcia, ang pagpaubos sa probinsya sa kaniadto sa enhanced community quarantine (ECQ) nagpaamgo kaniya sa kakuwangon sa mga supply sa pagkaon sa probinsya.
“... and that would be to focus on agricultural production, to focus on being able to provide oportunities for our people to earn in our 44 towns and six component cities. because, as I said, if there’s anything that this quarantine or this lockdown has taught us it is that Cebu is not self-sufficient in food,” matod ni Garcia sa Hulyo 1, 2020.
Ang probinsya adunay di mo menos 12 ka mga feedmill apan uno porsyento lang ang igo nga masupply sa lalawigan kanila.
“So there’s a lot of promise in corn production, cassava production, as well as the production of more vegetables and herbs,” matod ni Garcia.
Giawhag ni Garcia ang mga Sugboanon nga mananom ug lemonsito, duwaw ug luy-a nga gituohan nga mas barato nga remedyo ug makatabang pakigbatok sa bisan unsa nga sakit ilabi na ang simtomas sa coronavirus disease 2019 (Covid-19).
Base sa datos sa Department of Tourism (DOT) moabot P25 bilyones nga kita sa turismo sa first half sa 2020 ang napagan tungod sa epekto sa Covid-19 sa Kabisayaan.
Sa probinsya sagad sa mga hotels nanira na lang tungod kay wala nay mga turista nga mobisita.
Pipila usab sa mga empleyado niini ang natangtangan ug trabaho tungod sa pagsira.
Karon nga gipaubos na sa MGCQ ang Probinsya, lakip sa tutukan ni Garcia mao ang turismo sa mga kalungsoran.
“As you probably know there are number of our towns that are tourist destinations and right now since tourism activities have been halted there are many that is out of work. So this is a very positive development in the Province of Cebu and indeed will be a boost to our aim to achieve ECD or enhanced countryside development within the milieu of an MGCQ status,” matod ni Garcia.

Matod ni Garcia nga mahimo na kini ibalik ubos sa strikto nga pagpatuman sa health protocols alang sa mga turista ug sa mga empleyado.
“...a lot of other activities that are involved in this tourism industry and as I said this will be subject to very, very strict protocols,” dugang niya.
