City creates Anti-Red Tape unit

TO FURTHER improve services and streamline bureaucracy, Davao City Mayor Sara Z. Duterte-Carpio has designated the Internal Audit Service as the Anti-Red Tape Unit of the City Government.

The Anti-Red Tape Unit or (ARTU) is responsible for compliance to the Republic Act (RA) 11032 or the law on “Ease of Doing Business and Efficient Government Service Delivery Act of 2018” specifically on the need to re-engineer systems and procedures within the City Government.

RA 11032 mandates all government offices and agencies including local government units (LGUs), Government-Owned or -Controlled Corporations (GOCCs), and other government instrumentalities to provide services covering business and non-business related transactions, which adopts simplified procedures that will reduce red tape and expedite transactions in government.

In her Executive Order No. 43 issued on July 10, 2020, Duterte-Carpio also emphasized honesty and responsibility among public officials and employees and to take appropriate measures to promote transparency in transacting with the public.

Duterte-Carpio also cited the Anti-Red Tape Act as a policy to promote integrity, accountability, proper management of public affairs, and public properly aimed at preventing graft and corruption on government.

The City Government has been trailblazing in streamlining government transactions.

Among these are the one-stop-shop business permit and licensing systems, investment facilitation services through the Davao City Investment Center, and cutting processing time for building permit transactions. CIO
