Capitol lawyer files admin raps vs administrator

A LAWYER under the Provincial Legal Office (PLO) has filed administrative charges against Provincial Administrator Rayfrando Diaz.

In a letter addressed to Governor Eugenio Jose Lacson, lawyer Ernie Magaspag, Attorney IV of the PLO, said "he cannot anymore bear and tolerate the persecution" against him and his colleagues at the PLO by his "kumpare and former law partner," referring to Diaz.

"This is actually a personal vendetta in the guise of alleged reforms at the Province. It is just very sad and unfortunate that your administration is being dragged by him in his personal vendetta," Magaspag said.

Magaspag in a four-page cover letter of his complaint said he is "expressing his indignation" against Diaz and sadness over how Lacson is handling the former's action.

He added that Diaz issued a show cause order based on an anonymous complaint of a businessman against him despite "knowing that I cannot practice my profession for private purposes."

He said Diaz "is moving heaven and earth to look for evidence so that all possible cases, criminal and administrative, may be filed against me and my colleagues."

Magaspag, in his letter, called the provincial administrator as "vindictive, double-faced and power player or trouble maker."

"He hates the people in the province identified with the Marañon's that is why Mr. Percival Salado was singled out. He also cannot accept that I and our other colleagues opted to join the province under Atty. Jose Ma. Valencia. He wants his enemies our enemies also," he said.

"He is also double-faced. His words are different from his actions. He declared us his brothers and sisters but what he did can never be brotherly and sisterly," Magaspag said.

He also enumerated the number of times Diaz got into trouble from law school up, their law office, as legal counsel of the North Negros Electric Cooperative (formerly VRESCO) up to his short tenure as city legal officer under former Mayor Monico Puentevella.

"There is trouble because of Brother Ray. Even with other lawyers, men and women alike, he's got a lot of enemy lawyers. The lawyers community is aware of this," he added.

"The story is long because I and brother Ray know each other up close and personal," Magaspag pointed out.

"I hope and pray that we will end this trouble among selected employees and Brother Ray the soonest so that the filing of more cases may be averted. The situation has become uglier but I will keep a fervent prayer that this will not reach its ugliest face," he said.

Magaspag ended his letter, citing the song of the late singer Rico J. Puno entitled " May bukas pa" and reflect on one of its lyrics " so that one can change for the better, forgive and forget and move on.

"If this is not possible, I am reminding everyone to reflect on the movie courtesy of Sharon Cuneta entitled 'Bukas luluhod ang mga tala' and learn the lessons it teaches us dearly," he added.
