MAYOR Edwin Santiago signed a tripartite agreement with two of the top banking and payment service providers in the Philippines to intensify the streamlining of the online business payment process of the City Government of San Fernando.
The tripartite agreement will enable the City Government to tap MYEG Philippines Inc. to be its business payment process provider while the Development Bank of the Philippines (DBP) will serve as its settlement bank.
"Ang business sector ang isa sa mga tagapagtaguyod ng malusog na ekonomiya dito sa ating siyudad kaya naman hindi tayo tumitigil na humanap ng mga paraan upang maging mas mabilis, episyente, at hassle-free ang transaksyon para sa kanila sa gitna ng tawag ng modernisasyon," Santiago said.
Upon the realization of the program, clients of the City Government will be able to pay at MYEG Philippines' accredited electronic payment centers, which can be accessed through a mobile application or through convenience stores, supermarkets, groceries and malls.
Santiago said this project will add up to the current procedures that the City Government adopts, such as the window transactions at the City Hall's business one-stop shop and online payment for business application program which can be accessed through the local government unit's official website.
The City Treasurer's Office, the lead office for the program, said the process will be systematized as they will be responsible in issuing receipts to the clients.
"Magbibigay ito ng convenience para sa mga miyembro ng business sector dahil, at the comfort of their homes, makakapagbayad na sila and ang City Treasure's Office naman, through our active email, kami ang magco-confirm ng payment at magi-issue ng resibo sa mga kliyente," said City Treasurer Mary Ann Bautista.
For its part in the agreement, the DBP will be acting as the consolidator and settlement bank of all collections received through the LGU's E-Services Systems, including the MYEG Philippines.
After Santiago's signature, the documents will be forwarded to officials of DBP and MYEG Philippines Inc.
The program is targeted to be implemented by August of this year, upon the completion of all necessary procedures, Bautista explained.
The Ease of Doing Business and Efficient Government Service Delivery Act of 2018 mandates cities and municipalities to automate their business permits and licenses system while the e-Commerce Act of 2018 promotes the usage of electronic transaction in government to deliver more efficient and effective payment and collection services to the public.
