Guv inks additional health requirements for Apor entering Negros Occidental

GOVERNOR Eugenio Jose Lacson signed Wednesday, July 22, an executive order adopting additional health requirements for Authorized Persons Outside Residence (Apor) entering the province of Negros Occidental for official business, emergency travel and indispensable travel.

Lacson, in Executive Order (EO) 20-33, Series of 2020, stated that Apor enjoy the privilege of unrestricted movement throughout the duration of the community quarantine status, but they have become carriers of the coronavirus disease (Covid-19), thereby heightening the risk in the province of Negros Occidental.

The guidelines set by the province will cover the movement of Apor availing themselves of the privileges accorded to them especially during official business (OB), Emergency travel (ET), indispensable travel (IT) and travel not work related.

The province also adopts the national protocol flow chart of the Philippine National Police (PNP) as part of these guidelines.

The requirements for Apor upon reaching the borders entering the province include certificate of work schedule (indicating the number of days of stay in the province); medical clearance certificate issued on the date of travel by a government physician from the point of origin; certificate of employment and employee's ID for workers in private companies; employee's ID for government officials and employees; mission order, letter order or special order for uniformed services, travel order for government employees and officials, ID for volunteers working for humanitarian organizations; concerns Apor shall notify the province through their local offices of the nature of their travel and they shall be required to comply the usual screening procedures, fill out health declaration and locator forms for OB and ET.

Apor shall not be allowed to go out from their place of residence and shall be required to undergo strict home quarantine protocols for the entire duration of his stay and after the Apor go back to their work stations, their family members shall continue undergoing home quarantine to complete the 14-day standard quarantine period and which shall be monitored by BHERT.

Should the Apor's travel be not work-related, the general guidelines on the local health and safety protocols of the province shall apply.

Denial of entry for failure to comply will be implemented by the province.

The EO also states that the composite team manning the borders shall notify the LGU of destination and the Province of the entry of Apor.

The EO also emphasizes the strengthening coordination among government units and private institutions in implementing and monitoring.
