Report says Eastern Visayas to welcome 776 LSIs

EASTERN Visayas is set to welcome 776 locally stranded individuals (LSIs) next week after the national government will resume the “Hatid Tulong” program on July 25 to 26, 2020.

Evelyn Clarin, Presidential Management Staff (PMS)-Eastern Visayas director, said the number may still change as the registration is up to July 25, according to the Philippine Information Agency (PIA) in the region on Thursday, July 23.

In a report, PIA-Eastern Visayas said the “Grand Hatid Tulong Send Off” for the 776 LSIs will take place at the Rizal Memorial Sports Complex in Malate, Manila.

Each LSI will also receive P2,000 from the Department of Social Welfare and Development (DSWD) before leaving Manila.

“Upon reaching their destination, DSWD will give them family food packs, while BFAR will provide their meals upon arrival,” the report said.

Meanwhile, those who are availing of the “Balik Tulong” program must secure a letter of acceptance from the receiving local government unit (LGU), negative rapid antibody test result, medical certificate and travel authority.

“Each beneficiary must limit baggage to 20 kilograms. No backloading will be allowed. The Drop and Load scheme will be used. The Manifests will be provided by PMS Central to the Department of Local Government (DILG) Central. Both agencies to cascade to their respective regional offices,” the report said.

Drop off points during the travel include:

- Government Center, Palo, Leyte for those going to Ormoc City, Baybay City and Leyte

- DZR Airport, Barangay San Jose, Tacloban City for Tacloban City

- Area near Provincial Engineering Office, Barangay Payao, Catbalogan City, Samar for Samar

- Taft Border Control, Barangay Nato, Taft, Eastern Samar for Eastern Samar

- Operation Center Holding Area, outside Allen Port for Northern Samar

-Panan-awan Airport, Maasin City for Maasin City, Macrohon, Padre Burgos, Malitbog, Limasawa, Tomas Oppus

There will be no LSIs for Biliran as the LGU requested for a moratorium until July 31, according to PIA-Eastern Visayas.

Eastern Samar Provincial Government also requested the suspension for the return of LSIs and returning overseas Filipinos (ROFs) for 14 days starting July 27, due to the “absorptive capacity” of the quarantine facilities in almost all towns in the province.

Earlier, DILG Secretary Eduardo Año announced the suspension of the “Hatid-Tulong” program in the region following the request from the regional Inter-Agency Task Force of a two-week interval, citing the congestion of quarantine facilities, recovery from “human fatigue” and disinfection activities.
