14 indigents finish LTO's Driver's Education Center program

IN ITS effort to support and assist members of society to be productive, 14 indigent residents in Baguio City and Benguet Province graduated from the Driver's Education Center (DEC) program of the Land Transportation Office (LTO) in the Cordillera following a 15-hour mandatory Theoretical Driving Course (TDC).

The indigents and 4Ps (Pamilyang Pantawid Pilipino Program) beneficiaries in Baguio and Benguet enrolled in the LTO-Cordillera Driver's Education Center graduated July 24, after successfully completing the TDC as a requirement in securing a student permit.

Francis Rey Almora, LTO regional director, said that out of 14 graduates, 12 passed the theoretical examination and their names have been uploaded to the new LTO system and can process their student permit starting August 3, then proceed to the eight-hour practical driving course.

"The theoretical course composed of three modules with the first concentrated to introduction to driving, road and traffic rules, pre-driving orientation for motorcycle (DL code A), orientation for motor vehicle (DL code B, B1 and B2), motor vehicle basic part, function and operation," Almora said.

This was followed by the second course centered on defensive driving and motor vehicle maintenance, handling emergencies and breakdowns, while the third was focused on driver's duties and responsibilities, Land Transportation Office issuances and special laws.

"Consistent with the instruction of LTO Assistant Secretary Edgar Galvante, no fees were collected from the enrollees to provide equal opportunity for poor applicants who cannot afford to enroll at an LTO Accredited Driving School to avail of the privilege of having a driver's license and have additional means of livelihood during this time of pandemic," Almora added.

LTO-Cordillera DEC has scheduled six more batches of enrollees to undergo the course.

Applicants are required to submit a Philippine Statistics Authority copy of their birth certificate, Barangay Certificate declaring them indigent/4Ps beneficiaries, Postal and Comelec ID, and letter of consent of parents for applicants who are 16 years old.
