Non-Apor may transport essential workers in MECQ areas

MOTORCYCLE drivers who transport medical frontliners and other essential workers in areas under modified enhanced community quarantine (MECQ) do not necessarily need to be authorized persons outside residence (Apor).

Lieutenant General Guillermo Eleazar, Joint Task Force (JTF) Covid Shield commander, on Wednesday, August 5, 2020, said this is in consideration of health workers and Apor who cannot drive a motorcycle.

“Meron kasi tayong mga medical frontliners at mga Apor na wala namang motorsiklo o hindi marunong mag-motor. So naiitindihan naman ng ating National Task Force (NTF) sa pamumuno ni Secretary for National Defense Delfin Lorenzana ang mga ganitong sitwasyon kaya pinayagan ang mga driver ng motorsiklo na lumabas para ihatid at sunduin ang kanilang mga kamag-anak o kaibigan na medical frontliners, essential workers at iba pang mga kababayan natin na Apor,” he said.

Authorities also allowed pillion riding in Metro Manila and the provinces of Cavite, Laguna, Cavite and Bulacan due to the suspension of mass transportation under MECQ.

Pillion riding is allowed provided a barrier is installed between driver and passenger.

Eleazar said having a barrier installed will also justify a non-Apor's travel by motorcycle on his way to and from his pillion rider’s workplace.

He said the same rule applies to drivers of private vehicles and company shuttles transporting essential workers.

“Ito pong mga sedan pati na rin po ang mga vans dapat po ang mga nasa loob ay mga essential workers at work related pa rin ang travel nila, ngayong nasa MECQ tayo hindi tayo pwede basta basta lumabas, yun pong hindi essential worker isa lang bawat household ang authorized lumbas kung sila ay bibili ng kanilang mga pangangailangan at yun ay bibilhin nila within their locality within their city, hindi sila dapat mag cross ng border,” he said.

He also reminded that being an Apor is not a license to roam around for pleasure.

“Kung kayo naman po ay kasama sa allowed na nasa labas siguraduhin lamang na ang inyong travel ay work related kasi kahit kayo ay nasa listahan for example media kayo ay essential worker pero ang travel nyo naman ay hindi papunta sa pinagta trabahuhan nyo kundi may pupuntahan kayong ibang bagay, hindi rin po kayo allowed,” he said.

Eleazar said they will be stricter this time especially in public markets and other places of convergence in areas under MECQ.
