Inquest probe slightly decreases in Q2 in Davao

THE Davao Regional Prosecution Office (RPO-Davao) revealed that there was a slight decrease in the inquest investigation during the second quarter, when the region implemented strict community quarantine, compared to the first quarter of this year.

In the data furnished by Regional Prosecutor Janet D. Fabrero, RPO-Davao recorded 1,994 inquest investigation from January to March 2020, compared to 1,548 from April to June 2020 when some of the areas in Davao Region implemented enhanced or general community quarantine (ECQ/GCQ).

It can also be noted that during these months the region implemented inter-provincial border lockdowns.

"Even with the strict implementation of community quarantine in the region beginning in March we still conducted inquest proceedings but they were done online, that is enquest or e-inquest," Fabrero said in an online interview.

Fabrero added that enquest during the ECQ and GCQ period was only done on minor crimes like community quarantine violations and violations of city and special ordinances. Major crimes, like murder, homicide, rape, robbery, theft, physical injury and carnapping, were still done on regular inquest proceedings.

In the data, Davao City has the highest number of cases received by the Prosecution Office for inquest investigation at 1, 196 during the first quarter and 771 during the second quarter. It was followed by Davao de Oro with 170 and 123 in the same period, respectively; Davao del Norte with 145 and 150; Tagum City with 98 and 80; Mati City with 82 and 50; Davao Oriental with 70 and 113; Panabo City with 68 and 51; Davao del Sur with 55 and 86; Island Garden City of Samal with 45 and 32; Davao Occidental with 36 and 56; and Digos City with 29 and 36, during the first and second quarters, respectively.

Meanwhile, Davao City Police Office Chief Colonel Kirby John Kraft attributed the decrease of inquest investigation before filing of formal cases to courts to the imposed strict community quarantine.

"Umi-epekto talaga yung quarantine natin, bumaba talaga yung crime," Kraft said.

He also added that even with the imposition of the community quarantine, the Davao City police never ceased with their enforcement and running after criminals.
