PNP launches Bayaning Pulis Foundation to honor fallen officer

THE Philippine National Police (PNP) launched on Friday, September 18, 2020, the Bayaning Pulis Foundation Inc., which will focus on providing educational assistance and other benefits to the children and other dependents of police officers who died or were permanently incapacitated in the line of duty.

The foundation is part of the PNP Peace and Order Agenda for Transformation and Upholding of the Rule of Law (PNP Patrol Plan 2030).

PNP Chief Camilo Cascolan said it aims to honor the sacrifice and gallantry shown by the police officers in order to protect the others by providing their children and other dependents a better life ahead through educational assistance, from kinder to college, and other benefits.

“Congratulations to all the would-be beneficiaries of the ‘Bayaning Pulis’ Foundation, Incorporated. Keep in mind that this is in remembrance of lives honoring the sacrifices of your beloved parents—our heroes. In return, we expect you to maximize this opportunity, studying well and become a responsible and productive citizen of our beloved country,” he said.

The launching and the signing of the articles of incorporation and by-laws of the foundation was held in Pasay City on Friday, September 18, 2020.

Department of the Interior and Local Government Secretary Eduardo Año said it is the society’s “shared responsibility” to look after the welfare of the children of the fallen “heroes.”

Cascolan said the foundation’s president, retired general Noel Baraceros, will evaluate the inclusion of the dependents and children of the 44 Special Action Force (SAF) troopers who were killed in the Mamasapano encounter in February 2015.

He said children of policemen who were killed during police operations will automatically be evaluated as beneficiaries.

Among the early beneficiaries of the foundation are the children of Major Joan Resurreccion, former chief of police of Carmen town in North Cotabato; Senior Master Sergeant Jason Janog Magno from the Initao Municipal Police Station in Misamis Oriental; and Staff Sergeant Alexis Borillo Mangaldan who fought during the Marawi siege.

Resurreccion was killed after responding to a murder case in his area of responsibility on August 25, 2020. He was survived by his wife Jenna Aggabao who is also a police officer and their two children. He was awarded a Medalya ng Kadakilaan.

Magno, a Medal of Valor awardee, was killed on November 29, 2019 when he used his body to cover an exploding grenade which was thrown by a male suspect in the Initao College.

Mangaldan was among the SAF troopers deployed in Marawi during the five-month armed conflict there against the militants affiliated with ISIS in 2017.

He provided covering fire while other government forces were extracting wounded personnel on July 22, 2017. He died from a wound on the upper left side of his head.

The grant of scholarship is subject to the approval of the scholarship committee while applicants who have existing scholarship grants from other organizations can still apply for other assistance from the foundation.

The project is a brainchild of Philippine Chamber of Commerce and Industry (PCCI) president Benedicto Yujuico, who is also the chairman of the Regional Advisory Council of National Capital Region Police office, in collaboration with the National Advisory Council for Police Transformation and Development headed by Prudencio Gesta.

Yujuico said they are also developing a program to extend assistance to the partially incapacitated police officers.

“For example after ‘yung mga hindi totally incapacitated, ‘yung partially incapacitated and then hindi na sila puwedeng to be part of the service, nagretire na sila, we are trying to develop a program para matulungan na magkaroon ng maliit na negosyo kasi we in PCCI are mostly mga members namin ay micro small enterprises,” he said.

“Sanay kami tumulong sa mga micro and small kaya I hope that we will be able to develop a program to be able to assist either incapacitated or retired PNP personnel para makapag umpisa sila ng negosyo para magkaroon sila ng ability to generate income after retirement. That is just one among many goals that we have for the Bayaning Pulis Foundation,” he added. (SunStar Philippines)
