Barril: Promoting project ‘Shelter’ in Leyte amid Covid-19

THE Division of Leyte, through schools division superintendent Manuel Albańo, Ph.D., Ceso V, will implement a project which aims to answer the need for immediate action on the challenge of travel restrictions, health and safety considerations, transportation limitation and other concerns of its public school teachers assigned in municipalities other than their place of residence.

This project is named “Shelter,” which stands for “Securing the Health and safety of Local-based Teachers by Entrusting them to Responsible schools and districts.”

Project Shelter is patterned and aligned with the Civil Service Commission (CSC) Memorandum Circular (MC) No. 10, s. 2020 or the Revised Interim Guidelines for Alternative Work Arrangements and Support Mechanisms for Workers in the Government During the Period of State of National Emergency due to Covid-19 Pandemic promulgated on May 7, 2020.

It is further supported by the Department of Education (DepEd) Order No. 11, s, 2020, or the Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency due to Covid-19 Pandemic issued on June 15, 2020.

In particular, this memorandum of understanding (MOU) is intended to define the roles of the intended beneficiaries of the Project Shelter; establish terms of reference of each party; set guidelines as to the responsibilities of the Shelteree; set parameters on the scope of the project; and establish mechanisms on how to operationalize the project on the school setting.

To facilitate the feedback of possible recipients of Project Shelter, this division issued Division Memorandum No, 387, s. 2020 on September 3, 2020, with the subject “Conduct of the Survey on Teacher-Readiness for Project Shelter.”

A week after, the personnel unit, through its human resource management officer, with the supervision of the assistant schools division superintendents, the division chiefs, and the education program supervisors, harvested the data collated in the said survey.

Out of the harvested data, the following were the interpretations: Out of the total of 15,488 teaching personnel (elementary, junior high school, and senior high school) in the division, there are 1,740 reported teachers who are assigned in municipalities other than their place of residences. This represents 11.23 percent of the total teaching population in the whole division.

Out of the 1,740 non-residents, the following data came out: 69 percent are using Public Transportation in commuting to and fro their place of assignment; 45.2 percent does not go home every day; 45.4 percent are either renting apartments, staying with relatives, or staying in school campuses; 92.6 percent signified their interest in availing of the privilege of Project Shelter; 89.2 percent has a personal laptop and/or desktop computer at home where they can have access to; 83.8 percent volunteered the information that they have enough manpower in school; and 91.8 percent gave an assurance that they would be willing to report to their respective stations at any time if the situation warrants.

DepEd Leyte, through the district supervisor/principal-in-charge/district head, with the authority of the schools division superintendent, shall undertake the following activities: Develop an Alternative Work Arrangement (AWA) to suit to the appropriate workplace conditions of the Shelter recipient; deliver a contextualized work schedule in line with the Learning Continuity Plan (LCP) of the school; support the recommendations of the school heads of the affected schools; provide technical assistance to the affected schools.

Also, review the application of the Shelter recipient as to entitlement of the privilege; comply with the local and national Inter-agency Task Force (IATF), the Civil Service Commission (CSC), DepEd guidelines; train the co-teachers of the Shelter recipient on the adoption of the AWA schedule; and evaluate the application of the Shelter recipient as to availing of any extension from the end of this agreement.

Under this MOU, the Shelter recipient, as part of his responsibilities, shall identify the teacher whom she will temporarily relinquish her physical role in the school; orient the teacher who will temporarily take over her subject/special assignment/coordinatorship; handover/provide all the printed learning resources (modules, budget of lessons, learner activity sheets) and other supplementary reading materials to the affected school/school head.

Prepare all the learning materials including the test questions and the computation of grades of her learners; report to the school nearest to her residence; attend all activities relative to the implementation of DepEd programs and projects and in relation to the implementation of distance modular learning modalities.

Check-in with their immediate school head (originating school) and sheltering school head (recipient school) through any agreed modes of communication to record their actual time log (in and out); and reflect the same in the individual daily log and accomplishment report;

Also, the Shelter recipient shall ensure their availability during the agreed working hours, and readily accessible through agreed modes of communication in order to respond to directives, requests, and queries; understand that no record of time log and accomplishment shall mean that no work has been rendered/performed for the day, thus subjecting her to absence.

Also, ensure that the CSC Form 48 (daily time record) shall reflect the report of the hours of work performed by her, record of which was made daily at the time of arrival/time-in and departure/time-out from work station/office.

The DTR should be submitted monthly to the originating school head for his signature but must bear the countersignature of the recipient school head (sheltering school).

Once this MOU is signed by all parties, a separate Special Order (SO) will be issued by the Division of Leyte, through the personnel unit, to effectuate the agreement of both parties.

The effectivity of the MOU and the SO will be dependent upon the sound judgment and discretion of the appointing authority which is the schools division superintendent; and the extension of the privilege of being a Shelter recipient would depend upon the faithful compliance of the agreements of this MOU by both parties.

This MOU shall be effective upon the signature of parties A and B authorized officials and shall be in force from October 5, 2020, until December 31, 2020.
