Immigration bureau nabs American, Korean fugitives in Angeles City

THE Bureau of Immigration (BI) has arrested foreign fugitives in Angeles City on Tuesday, September 22, 2020.

Bobby Raquepo, head of BI’s Fugitive Search Unit, reported the arrest of Xavier Fernando Monroy, 63, an American national in Barangay Cacutud Angeles City in a joint operation with the Presidential Anti-Corruption Commission, Philippine National Police PRO-4A, Angeles City Police Office and US authorities.

Monroy has an outstanding warrant of arrest issued by the United States District Court for the District of Columbia in May for Conspiracy, Bribery, False Statements, and Obstruction of Justice.

Records show Monroy was a former director for operations of the US Navy’s Military Sealift Command before felling to the Philippines.

Raquepo, likewise, reported on the same day the arrest of Korean national Kim Junghwan, 41, in Barangay Balibago, Angeles City in a joint operation with the Criminal Investigation and Detection Group (CIDG) Angeles City and Korean authorities.

Reports reveal that Kim is the subject of a deportation order issued in 2019 for being an undesirable alien.

Kim reportedly has an outstanding warrant of arrest issued by the Suwon District Court Republic of Korea and is considered a fugitive of justice by the Interpol for importing and trading psychotropic substances in violation of Korea’s Narcotics Control Act.

Kim was involved in the smuggling of 167 grams of methamphetamine to Seoul from a seller based in the Philippines via an international courier service. He was also reportedly issued two other arrest warrants in violation of Korea’s Narcotics Control Act.

The passports of the two suspects were already canceled by their respective countries, making both undocumented aliens subjects of deportation from the Philippines.

Both will be temporarily detained at the BI Warden Facility in Bicutan, Taguig following the results of their Covid-19 swab test.
